Biden Administration Launches $7 Billion Program to Accelerate Transition to Clean Hydrogen Fuel

Clean-energy projects in seven states across the United States have been selected for a $7 billion program launched by the Biden administration. The program aims to kickstart the development and production of hydrogen fuel, a crucial component of President Joe Biden’s agenda to combat climate change. The initiative intends to establish seven regional hydrogen hubs that will help replace fossil fuels like coal and oil with cleaner-burning hydrogen as an energy source for vehicles, manufacturing, and electricity generation.

The official announcement of the program is expected to be made by President Biden during a visit to Philadelphia dedicated to economic themes. The White House has emphasized the significance of clean hydrogen in achieving the president’s vision of a strong clean energy economy and net-zero greenhouse gas emissions in the United States by 2050. Hydrogen power is considered essential to reducing emissions in energy-intensive industries such as steel and cement production, heavy-duty transportation, and shipping, complementing the role played by other clean energy sources like wind and solar power.

The global Hydrogen Council predicts that hydrogen could meet 18% of global energy demand by 2050. The seven hubs selected under the Biden administration’s program are expected to drive more than $40 billion in private investment and create tens of thousands of high-paying jobs, including many union jobs. Out of the 23 finalists, projects in California, Washington, Minnesota, Texas, Pennsylvania, West Virginia, and Illinois were chosen.

The recently passed infrastructure law included billions of dollars for the development of clean hydrogen, a technology that has been advocated by industry experts and clean-energy proponents for its potential to reduce greenhouse gas emissions from fossil fuels. However, critics argue that using natural gas or other fossil fuels as feedstocks for hydrogen production is not a sustainable solution.

Energy companies claim that fossil fuels can still be utilized if the carbon dioxide produced during the process is captured and prevented from entering the atmosphere, although commercial-scale implementation of this technology is yet to be achieved. In the new Energy Department program, states and businesses competed for federal funds to establish regional networks of hydrogen producers, consumers, and infrastructure, with the aim of expediting the availability and utilization of hydrogen as a clean energy source.

Among the chosen projects is the Appalachian Regional Clean Hydrogen Hub based in West Virginia, as well as the Mid-Atlantic Clean Hydrogen Hub located in Philadelphia. The state of Pennsylvania, which holds great importance as a battleground state in the upcoming elections, stands to benefit from both projects. President Biden has frequently visited Philadelphia for official and campaign events, and the proposed hub in the area has the backing of key Biden-supporting labor unions. The West Virginia-based hub includes major natural gas companies from Pittsburgh that operate in the region’s Marcellus Shale reservoir.

The Appalachian hub encompasses a $6.6 billion project aimed at transporting natural gas through Appalachia and is supported by Senator Joe Manchin, a West Virginia Democrat. However, opponents argue that the pipeline would emit a significant amount of climate pollution and damage forest land along its path. Additionally, the hub involves constructing a $1.6 billion facility in northern Pennsylvania to produce nearly zero-emissions hydrogen from natural gas. The partners in the Appalachian hub plan to capture the carbon dioxide generated during hydrogen production from methane gas using heat, steam, and pressure.

The Mid-Atlantic hub supported by Delaware, Pennsylvania, and New Jersey aims to produce hydrogen through electrolysis, a process that splits water molecules using renewable energy sources like wind, solar, and nuclear power, in an effort to achieve maximum climate-friendliness. Other selected projects include the Alliance for Renewable Clean Hydrogen Energy Systems in California, which plans to produce hydrogen from renewable energy and biomass to decarbonize public transportation, heavy-duty trucking, and port operations in the state.

The Gulf Coast Hydrogen Hub based in Houston, Texas, intends to produce large-scale hydrogen through natural gas and renewables. The Heartland hub in Minnesota seeks to decarbonize agricultural fertilizer and promote the use of clean hydrogen in electric generation and cold climate space heating. The Midwest hub that spans across Illinois, Indiana, and Michigan will rely on hydrogen for steel and glass production, power generation, heavy-duty transportation, and sustainable aviation fuel. The Pacific Northwest hub, located in eastern Washington, plans to utilize hydropower and other renewable resources for clean hydrogen production.

Sen. Patty Murray, D-Wash., has praised the Pacific Northwest hub, stating that it will create thousands of jobs and ensure Washington’s leading role in growing the green hydrogen economy. Almost every state has participated in at least one proposed hub, with many collaborating to capitalize on the economic development and job opportunities they offer. Fossil fuel companies, renewable energy developers, and researchers from universities and government labs are also involved in these projects.

While hydrogen is regarded as a clean-burning energy source, environmental groups remain skeptical due to the significant amount of energy required for its production. When the production process relies on electricity generated from coal or natural gas, the carbon footprint of hydrogen becomes larger than burning the source fuel directly. Critics argue that the Biden administration’s emphasis on hydrogen might deviate attention and resources from more sustainable solutions.

Overall, the launch of the $7 billion program by the Biden administration reflects its commitment to accelerating the transition to cleaner energy sources. The establishment of hydrogen hubs across seven states aims to drive private investment, create jobs, and reduce greenhouse gas emissions in key sectors of the economy.
