Toledo’s longtime director of public utilities, Ed Moore, has announced his retirement after more than 30 years of service. His retirement will take effect on April 1, 2022. Throughout his career, Moore has made significant contributions to the advancement and success of Toledo’s public utilities department. The city plans to conduct a national search to fill the position.

Despite his retirement, Moore will continue to serve in advisory roles for the city. His expertise will be valuable in areas such as the regional water commission, improvements to the wastewater treatment plant, and other responsibilities of the department. The city expressed its gratitude towards Moore for his dedication and hard work over the years.

To ensure a successful recruitment process and attract top talent, the salary range for the director of public utilities position will be increased. This move aims to maintain competitiveness and bring in qualified individuals who can continue the department’s legacy of excellence.

In the interim, Doug Stephens, the director of the Toledo Department of Transportation, will be appointed as the acting director of public utilities. He brings a proven track record of leadership and a strong background in engineering to the role. Moore has full confidence in Stephens’ ability to lead the department during this transition.

Toledo Mayor Wade Kapszukiewicz commended Moore for leaving an indelible mark on the city through his dedication to public service. Moore’s leadership and expertise have played a vital role in advancing the city’s infrastructure and ensuring the delivery of essential services to its residents. Kapszukiewicz thanked Moore for his tireless efforts and wished him all the best in his well-deserved retirement.

Jeremy Mikolajczyk, the commissioner of road and bridge maintenance, will take the reins as the acting director of the Toledo Department of Transportation in light of Stephens’ new appointment. This transition in leadership aims to maintain continuity and ensure a seamless operation within the department.

Moore’s journey in public service began in 1992 when he joined the city as a utility worker for the Division of Streets, Bridges & Harbor. Over the years, he worked his way up, holding various commissioner positions for divisions including Streets, Bridges & Harbor, Sewers, Engineering Services, and finally, director of public utilities.

As Toledo bids farewell to its long-serving director of public utilities, the city looks towards the future with a national search for a new leader. The retirement of Ed Moore marks the end of an era and presents an opportunity for fresh perspectives and continued growth in Toledo’s public utilities department.
