Moore’s journey in public service began in 1992 when he joined the city as a utility worker for the Division of Streets, Bridges & Harbor. Over the years, he worked his way up, holding various commissioner positions for divisions including Streets, Bridges & Harbor, Sewers, Engineering Services, and finally, director of public utilities.
