Tampa and St. Petersburg, two vibrant cities in Florida, have received perfect scores for LGBTQ+ rights in the 2023 Municipal Equality Index (MEI) by the Human Rights Campaign (HRC). This prestigious recognition comes at a time when anti-LGBTQ+ legislation is being pushed in nearly a dozen states, including Florida.
The HRC surveyed over 500 cities across the country, evaluating their municipal policies, laws, and services. Out of these cities, 129 achieved a perfect score, with Tampa and St. Pete among them. Remarkably, these cities achieved this feat despite facing challenges from state laws that seek to limit the rights of transgender individuals and youth.
Florida has been identified by the HRC as a state with anti-LGBTQ+ legislation. However, eight cities in the state, including Tampa and St. Pete, have demonstrated exceptional dedication to LGBTQ+ rights and inclusivity in a potentially hostile environment.

Tampa and St. Pete have been designated as All-Star Cities due to their remarkable achievements. It is noteworthy, however, that the state of Florida lacks explicit protections for sexual orientation and gender identity in its non-discrimination laws.
