However, immigrant advocates who visited Juarez on Tuesday criticized the use of force against the asylum-seekers, citing it as disproportionate. They claimed that the situation was not de-escalated effectively by CBP and other involved agencies. These advocates plan to seek a review of the incident by the Department of Justice.
Fernando Garcia, executive director of the El Paso-based Border Network for Human Rights, expressed concern over the treatment of migrants and asylum-seekers. Oliver Castillo, a Nicaraguan migrant, acknowledged that while some individuals provoked the confrontation by throwing rocks, it was unfair that innocent migrants were also affected.
