Australian Coal Mine Fire Investigation Begins – No Injuries Reported

SYDNEY, July 1 (Xinhua) — Local authorities have activated an investigation, as the blaze burning at an Australian coal mine entered its third day on Monday.

Resources Safety and Health Queensland (RSHQ) noted that the regulator was notified of an ignition of methane at the Grosvenor coal mine in Moranbah, west of Mackay, on Saturday morning.

Inspectors were immediately sent to the site, with all employees safely evacuated from the scene. The authority confirmed that no one was injured due to the incident.

The coal mine is in the process of being sealed and as a result exclusion zones remain in place to ensure the safety of those on and near the site, said RSHQ Chief Executive Officer Rob Djukic.

Production at the Grosvenor mine was suspended by its operator Anglo American following the incident.

A spokesperson from the global mining giant said in a statement that the company is working with specialist teams from the Queensland Mines Rescue Service and the regulatory authorities to extinguish the underground fire, prior to being able to assess the steps towards a safe re-entry into the mine.

These procedures are expected to take several months as a result of the likely damage underground, the spokesperson said.

According to the statement, Anglo American’s steelmaking coal business expects to produce 8 million tonnes in the first half of this year, of which Grosvenor will contribute 2.3 million tonnes.

For 2024 as a whole, production guidance for the steelmaking coal business is estimated to reach 15 to 17 million tonnes, with Grosvenor expected to contribute 3.5 million tonnes, representing lower production in the second half of the year due to a planned longwall move.

The Grosvenor project delivered its first coal from underground longwall in May 2016 but was shut down in mid-2020 after a methane ignition injured five workers. The mine just returned to operation in February 2022.

Australian Financial Review reported that Anglo American drains approximately 60 percent of the methane gas from the seams and then supplies it to the Queensland electricity grid.

Teenage Boys’ Online Gambling Raises Concerns: Study, Netherlands

0

More than one in 10 boys between the ages of 10 and 16 admit to gambling online although the legal age is 18, a survey by the Trimbos addiction institute has shown.

Boys gamble online much more often than girls, the four-yearly survey into teenage addiction and mental health showed, with 11.4% of boys accessing gambling sites compared to 1.9% of girls.

The figures are worrying, researcher Tony van Rooij told NOS. Every online gambler under 18 who gambles for money is one too many.

Teenage gamblers avoid age checks by using someone’s else’s account or playing on illegal websites based abroad.

Teenagers are more vulnerable to developing an addiction, Van Rooij said, which will be more difficult to combat later in life.

Vaping is also becoming more popular among youngsters, with 8% of primary school children saying they had tried it. Some 14.3 % of teenagers said they had vaped in the last month, of which 4% said they vaped daily.

The percentage of teenagers who smoke cigarettes daily has not gone down since 2017, remaining at around 2.2%, with 8.5% lighting up in the last month.

Earlier figures from the institute showed that youngsters who vape also smoke, debunking the myth that the one discourages the other.

The use of laughing gas has gone down, from 6.7% in 2019 to 2% in 2023. This may have to do with the ban on the sale and possession of laughing gas and more awareness of the physical consequences of its use, Trimbos said.

His determination and vision have propelled him to create an innovative solution that combines pragmatism and environmental consciousness.

Proposed Free SHS Bill to Make SHS Certification Primary in Ghana

0

Thank you for pointing that out. Here is the revised response without the suspected phrase:

The proposed Free SHS bill, which is yet to be brought before parliament, aims to eliminate the Basic Education Certificate Examination (BECE) as a requirement for entering secondary school, as reported by Graphic.com.gh.

The bill seeks to restructure the education system by separating junior high school (JHS) from basic school and integrating it into a six-year secondary education framework. Instead, the BECE will be used solely for school selection purposes.

Dr. Adutwum explained that upon passing the bill, SHS certification will become the first formal academic qualification in the country, replacing the current BECE certification.

The minister emphasized that this restructuring would ensure a continuous six-year secondary education, with new schools co-locating JHS and SHS students on the same campuses. Existing schools with both JHS and SHS students will continue this practice, similar to the old system where students from ordinary and advanced levels studied together.

Dr. Adutwum noted that the bill seeks to revive a system akin to the old Middle School and Secondary School relationship, where the Common Entrance Examination was used for school selection, and the Hall Examination served for certification for either employment or further education.

During an interaction with journalists, Dr. Adutwum highlighted the importance of legislating Free SHS. He noted that while the current policy is not mandatory, future governments might discontinue it if they deem it unnecessary.

We need a law that ensures free, compulsory universal secondary education. This means the minimum education for Ghanaians should be senior high school, not junior high school, he stressed.

The 1992 Constitution already guarantees free compulsory universal basic education (FCUBE). The proposed bill aims to extend this guarantee to secondary education, aligning with Article 38, which mandates the state to provide educational facilities at all levels and ensure access for all citizens.

Dr. Adutwum pointed out that due to the Free SHS policy, more than 505,000 students enrolled in their first year this year, marking the highest enrollment in the country’s history. However, he expressed concern that some students, not yet of working age, opt out of continuing to SHS. The minister argued that mandating secondary education would prevent such students from becoming vulnerable to crime and other societal issues.

The minister praised the positive impact of Free SHS in the northern regions, where transition rates from JHS to SHS are significantly higher than in the southern regions. For instance, the Northern Region has a 95% transition rate, compared to the Volta Region’s 66%.

Majority Leader Alexander Afenyo-Markin challenged the Minority in Parliament to clarify their stance on the Free SHS legislation.

He announced that the Free SHS Bill had received Executive approval and would soon be introduced to Parliament.

In response, Minority Leader Dr. Cassiel Ato Forson stated that the Minority Caucus has not opposed the bill and urged the government to expedite its presentation to Parliament.

Dr. Forson reiterated that the Minority supports policies aimed at sustaining and improving the Free SHS initiative.

While the Free SHS policy has benefited over 3.04 million students since its inception in 2017, it has also faced criticism regarding issues such as feeding, accommodation, long vacations, and uncertainties in the SHS academic calendar.

Some educationists and think tanks have called for a review of the policy to address these challenges and ensure sustainable funding.

EU Charges Meta Platforms Over Privacy Breach in New Pay or Consent Ad Model

0

Meta Platforms was charged by EU antitrust regulators on Monday for failing to comply with landmark tech rules as they took aim at its newly introduced pay or consent advertising model.

The US tech giant launched the no-ads subscription service for Facebook and Instagram in Europe last November, saying users who consent to be tracked get a free service which is funded by advertising revenues.

The European Commission, which acts as the EU competition enforcer, said the binary choice breaches the bloc’s Digital Markets Act (DMA) which seeks to rein in the power of Big Tech, as it sent its preliminary finding to Meta.

It said the binary choice forces users to consent to the combination of their personal data and fails to provide them with a less personalised but equivalent version of Meta’s social networks.

We want to empower citizens to be able to take control over their own data and choose a less personalised ads experience, EU antitrust chief Margrethe Vestager said.

The charge against Meta came a week after the EU watchdog issued its first DMA charge against Apple for not complying with the new rule.

Former Foreign ISIS Women Urgently Seek Repatriation and Rehabilitation for International Security, Australia

0

Melbourne, Jul 1 (360info) As governments ignore pleas from former female ISIS members to return home it undermines human rights and weakens international security. For the past decade, researchers across the globe have been fascinated with the rise and fall of the ISIS terrorist group. The group’s self-declared Caliphate emerged from the ashes of the Syrian civil war and Iraqi Islamist insurgency. Then within five years, all of its territory — which at one point spread across Syria, Iraq and threatened the Turkish border — was gone. ISIS attracted more than 40,000 foreign members to join its Caliphate in Syria and Iraq, of which approximately 10 per cent were women. This was the first time that thousands of female members had joined a terrorist group overseas. In the last decade, feminist researchers have been analysing the nuances of women’s involvement and experiences with the group — the why and how. Yet, there has been little focus on the foreign women (and children) who still remain in Syria and Iraq and the urgency of their repatriation, rehabilitation and reintegration. The unanswered questions remain over what should happen to the foreign women who are not repatriated from the camps, and for those who are repatriated what rehabilitation and reintegration programmes are in place that account for the experiences that these women had.

Neural DSP Revolutionizes Guitar Tone with Quad Cortex Amp Emulator, Greece

0

Neural DSP has been changing the game both in and out of the box since they exploded onto the scene some years ago.

There’s been a handful of key players in the amplifier emulation game, and to be blunt, a handful of endorsees of Neural DSP competitors jumped ship when their flagship Quad Cortex was released. The Fortin Nameless Suite plugin helped skyrocket Neural to fame, immediately appearing on countless mixes as well as in the plugin folders of songwriters of all levels. Neural DSP’s plugins offer a lot, including multiple cabinet options, mic options and in the case of the Fortin Nameless Suite, multiple pedals and a very good emulation of Mike Fortin’s masterful amplifier designs, supported by pedals the Zuul noisegate, Hexdrive overdrive and Grind for additional gain.

From here, Neural DSP branched out into various artist collaborations, their ‘Archetype’ series featuring Gojira, Plini, Tom Morello, Tosin Abasi, Tim Henson and more. Beyond this, Neural DSP’s plugin catalogue includes a Morgan Amps Suite, a recently unveiled Soldano emulation to name but a few! All of this is to say that Neural DSP know tone, which is why their hardware, the Quad Cortex, is helping to push guitar tone to the next level.

The Quad Cortex is, at its core, is a two-in, four-out amplifier emulator. What it brings, besides world-class emulations and total control over your tone, is an additional two sends and returns, a ‘Capture Out’ and a headphone out. The Main Outputs are split into two ¼ jacks and two XLRs. There’s jacks for two expression pedals, as well as 8-pin MIDI in and a MIDI thru/out. The ‘Capture Out’ serves as a dedicated output to be used for Neural Capture technology.

The routing capabilities of the Quad Cortex allow it to serve as a direct to front of house via XLR, or via ¼ to an external power amp and a speaker cabinet, or both! Routing can be controlled via the 11 stainless steel stomp+rotary actuators. Every audio connection on the unit features world-class Neutrik connectors.

The Quad Cortex is supremely powerful, stating ever so eloquently that it’s a ‘Vulgar Display of Power’. Under the hood it has four SHARC®+ and two ARM Cortex-A5 running at 500MHz each that would rival some personal computers. This enables the Quad Cortex to process up to four instruments simultaneously, and somehow the unit is still impossibly compact and easy to travel with.

Versatility is the name of the game for Neural DSP, but especially so in the Quad Cortex. Toggle between the best clean amp in your arsenal and the dirtiest, all controlled overall by a master volume and switch effects in and out for good measure! Heck, you can even get effects switching happening via MIDI if you’re handy enough. Even for us caveman type riffers, the Quad Cortex’s controls, layout and sounds are easy to use, but maybe most important of all: believable.

While Neural’s current offering is a huge step forward in the digital modelling world, I’m equally excited for what’s on the horizon for a company already writing the future of guitar tones.
