California Earthquake Strikes Lake Elsinore Area: Concerns for 2028 Olympics, US

LOS ANGELES, Calif. — A second strong earthquake struck California’s Lake Elsinore area Thursday morning just before 9:40 a.m. local time.

According to the US Geological Survey, the earthquake measured 3.9 on the Richter scale.

Although the quake was reported to have struck about 3.7 miles east of Lake Elsinore, the tremor was felt as far away as Glendora and San Clemente.

There were no immediate reports of injuries or damage as a result of the incident.

This comes just days after a 4.4 magnitude earthquake struck the Los Angeles area on Monday.

At the time, responders urged residents to prepare for the possibility of aftershocks, but ultimately believed additional quakes were unlikely.

Two smaller earthquakes – measuring 1.7 and 1.3 magnitude – occurred within 24 hours of the 4.4 magnitude quake.

Following the conclusion of the 2024 Summer Olympics in Paris, Los Angeles was announced as the winner of the 2028 Summer Olympics amidst much excitement and celebration.

It remains to be seen whether the increased frequency of earthquakes will affect the upcoming Olympics, but the cluster of seismic activity is certainly making locals concerned about safety.

The most effective way to save someone who has overdosed is by administering a drug called naloxone, but often, help doesn’t arrive in time. Now, researchers at MIT and Brigham and Women’s Hospital have developed a new device that could change this by automatically detecting an overdose and delivering life-saving naloxone without any delay.

The device, about the size of a stick of gum, is implanted under the skin. Once in place, it continuously monitors vital signs like heart rate and breathing. If it detects an overdose, it quickly releases naloxone, a drug that can reverse the effects of opioids, potentially saving the person’s life.

This innovative approach was detailed in a study published in the journal Device. The researchers demonstrated that the device successfully reversed overdoses in animal tests, providing hope that it could one day be used to prevent overdose deaths in humans, especially those at high risk, such as people who have previously overdosed.

Dr. Giovanni Traverso, an associate professor of mechanical engineering at MIT and a gastroenterologist at Brigham and Women’s Hospital, is the senior author of the study. He explained, This device could address a significant unmet need for people struggling with substance abuse and opioid dependency, particularly those at high risk of overdose.

Naloxone, the drug used by the device, works by binding to opioid receptors in the brain, blocking the effects of opioids like heroin and fentanyl. When administered by injection or nasal spray, naloxone can restore normal breathing within minutes. However, many overdose victims are alone and unable to get help in time. Additionally, with the rise of potent synthetic opioids, overdoses can happen more quickly, making timely intervention even more critical.

To tackle this problem, the MIT and Brigham and Women’s team designed an implantable device that is less bulky and more reliable than wearable options. The device contains sensors that measure heart rate, breathing rate, blood pressure, and oxygen levels. In their animal studies, the researchers monitored how these signals changed during an overdose caused by fentanyl, a powerful opioid.

They used this data to develop a unique algorithm that allows the device to accurately detect an overdose and distinguish it from other conditions like sleep apnea, where breathing is also reduced. The device also includes a small reservoir that can hold up to 10 milligrams of naloxone. When an overdose is detected, the device activates a pump that releases the drug within about 10 seconds.

In the animal tests, the device successfully reversed overdoses 96% of the time, demonstrating its potential to save lives. We created a closed-loop system that can detect the onset of an opioid overdose and automatically release the antidote, leading to recovery, Dr. Traverso said.

The researchers believe this technology could be particularly useful for people at the highest risk of overdose, such as those who have already experienced one. The next steps include refining the device to make it as user-friendly as possible, including finding the best location for implantation and making the device smaller.

Dr. Peter Chai, an associate professor of emergency medicine at Brigham and Women’s Hospital and co-author of the study, emphasized the importance of this technology in addressing the opioid crisis. Our vision for this device is to integrate it into harm-reduction strategies, efficiently and safely delivering naloxone to prevent deaths from opioid overdoses and offering support to those with opioid use disorder, he said.

The research team hopes to begin testing the device in humans within the next three to five years. They are currently working on miniaturizing the device further and improving its battery life, which currently lasts about two weeks.

This implantable device could become a vital tool in the fight against the opioid epidemic, providing a life-saving intervention for those most at risk of overdose.

Australia, UK, and US Establish Export Licence-Free Environment Boosting Defence Trade

Australia, the United Kingdom (UK) and the United States (US) have finalised the establishment of an export licence-free environment, unlocking billions of dollars of investment and cutting red tape for Australian industry and our AUKUS partners.

Delivering on our collective commitment just over a year ago to streamline defence trade, AUKUS partners have implemented generational legislative reforms that provide reciprocal national exemptions from our respective export control frameworks.

Together, our respective national exemptions remove the licencing requirements for most controlled goods, technologies and services exported, re-exported or transferred to, or within, AUKUS nations.

This will be critical in driving scientific and technological collaboration, including under AUKUS Pillar II Advanced Capabilities.

From 1 September 2024, AUKUS partners will operate in this new export licence-free environment, significantly boosting defence trade and innovation.

It will support unprecedented levels of advanced scientific, technological and industrial cooperation, fast‑tracking the delivery of high-end capabilities to the Australian Defence Force.

Importantly, the new licence-free environment removes barriers to trade and collaboration and reduces costs to local businesses, supporting industry, higher education and research sectors in all three nations. This milestone delivers on key reforms that defence industry has been calling on for years.

The changes to our export control mechanisms will enable:

Licence-free trade for over 70 per cent of defence exports from the US to Australia that are subject to International Traffic in Arms Regulations.Licence-free trade for over 80 per cent of defence trade from the US to Australia that are subject to Export Administration Regulations. The elimination of around 900 export permits required under the previous export controls from Australia to the US and UK valued at $5 billion per year.The removal of approximately 200 export permits required for defence exports from the UK to Australia valued at over $129 million per year.

Australia has implemented national exemptions for the UK and the US through the Defence Trade Controls Amendment Act 2024 and associated regulations. The US provided national exemptions through amendments to its International Traffic in Arms Regulations and Export Administration Regulations, and the UK provided national exemptions through an AUKUS-specific Open General Export Licence.

The Albanese Government committed $28 million in the 2024-25 Budget to implement reforms under the Defence Trade Controls Amendment Act 2024, including to support industry engagement and accelerate trade between AUKUS partners.

CEO John Chidsey said on Thursday that Subway beginning Aug. 26 will launch a $6.99 promotion for a different foot-long sub every day for online orders. The promotion will start in two weeks.

That could amount to a discount of more than 50% on some days. At full price, a foot-long Titan Turkey sub is priced at $11.89 and The Beast is $13.99 in some New York City locations.

While the chain recently has been hawking buy-one-get-one-free sub promotions, there will be no requirement to buy two sandwiches for the discount, executives said.

Subway tried a $7.99 foot-long promotion in Los Angeles, the company said in the call, but it did not drive enough traffic so they have decided to drop the price by another dollar.

The company is also planning to offer a triple play: a four-inch sandwich, soup, chips and two cookies for $6.

A Subway spokesperson declined to comment on Thursday.

Subway is experiencing same store sales declines in certain regions of more than 8% in recent weeks compared to last year, well worse than peers like McDonald’s and Burger King, The Post reported exclusively this week.

During the conference, Subway said the top 20% of restaurants had same-store sales that were 5% better than last year.

Rival McDonald’s has extended its $5 value meal into October putting pressure on Subway during a time less consumers are going to fast-food restaurants.

For the last few months, Subway has been heavily promoting Dippers snacks (with flavors like pepperoni and cheese) for $3 each. The expectation was customers would buy subs and the Dippers. But the Dippers are not selling.

They are getting rid of Dippers. That was a horrible idea, a Subway restaurant owner told The Post.

Chidsey stressed the need to focus on core menu items, sources said.

The CEO made it sound like the brand was in a dire situation, the owner said.

He said this downturn in the quick service restaurant industry happens every eight to 10 years and Subway needs to set itself up for 2026 and beyond.

Franchisees posed some hard-hitting questions in the chat box like how these promotions could be profitable for operators, but Chidsey did not answer them, the owner said.

Subway owns none of its own stores and many franchisees are barely turning a profit, sources said.
