Mass Poisoning at Azerbaijani Wedding Leaves 51 Hospitalized: Investigation Underway

Mass poisoning has occurred in a wedding ceremony in Azerbaijan’s Gabala, APA reports.

It is not yet known what caused the poisoning which suffered by 51 people. It is reported that the conditions of those who applied to the district central hospital with the diagnosis of poisoning are normal.

According to the Food Safety Agency of the Republic of Azerbaijan, experts of the Agency and the employees of relevant institutions have started investigations into the causes of the poisoning incident in Gabala, as well as whether there was food poisoning or not.

The public will be informed about the results of the investigation.

Google Rolls Out AI Overview Feature in India; Supports English and Hindi

Google has offered the AI Overview in Search for testing via the beta program but now more people can use the AI-powered feature.

Google Search’s AI Overview is now rolling out in India for all the users. The AI-powered feature has been available for people who signed up for the Labs version in beta so far but now it has got a public release. People in India and five more countries are getting this full access which was confirmed by Google on Thursday.

Google’s AI-powered search version is said to be in an experimental stage so the responses and the layout could have some lapses, which the company is trying to give itself a leeway with this disclaimer. As for the AI Overview in India, people will be able to use it in both English and Hindi.

As you can see here, the search results powered by AI overview show at the top of the screen, and as a footnote, Google adds the credits and glossary for attribution. Some people are concerned that its AI-generated content could supersede the original source of the content and we can see the reasons with this layout. The company also says Generative AI is experimental which is an easy way out of possible mishaps but going by recent examples of Google AI, caution is very much needed.

Coming back to AI Overview, Google says the feature in India will allow easy switching between Hindi and English with the help of a toggle button.

The company has also mentioned that a lot of Indians rely on text-to-speech for voice results, and AI Overview will extend this support in the full version as well.

In addition to this, Google claims you can easily access the website links in AI Overview which helps the company avoid major copyright lawsuits in the future. These features and support for more languages in AI Overview will be rolling out in the coming weeks.

Popular Tipperary Café Among 12 Nationwide Closed for Food Safety Violations, Ireland

A food safety closure notice was served to a popular Tipperary café last month.

Riverhouse Café, was one of twelve locations nationwide issued temporary closure orders by the Food Safety Authority of Ireland in July.

Among the reasons for the closure order issued to the Riverhouse Café was a persistent and recurring failure to comply with food legislation.

A lack of adequate cleaning and concerns around the defrosting and storage of meat were two of the issues cited by the authority.

According to the latest FSAI report, some of the reasons for the twelve other closure orders in July across the country, included live cockroaches in equipment, rodent droppings, a rodent carcass in a snap trap and expired food.

Bangladesh Debt Crisis: Calls to Repudiate Corrupt Regime’s Massive Borrowing

SYDNEY, NEW YORK, WASHINGTON DC, Aug 16 2024 (IPS) – Bangladesh has become increasingly indebted since 2009. The country’s external debt stock increased from US$23.3 billion in 2008 to US$100.6 billion in December 2023 (see figure below). Thanks to the country’s mega-projects led so-called development with borrowed money under the now deposed authoritarian regime of Sheikh Hasina.

Odious debt is a concept in international law that refers to debt incurred by rulers who borrowed without the people’s consent and used the funds either to repress the people or for personal gain. There are moral, economic and legal arguments for not re-paying the odious portion of debts.

Autocrat’s debt bonanza

Bangladesh’s average external debt stock jumped from US$10.7 billion over more than 3 decades (1972-2008) to US$52.6 billion during 2009-2023 when Hasina’s autocratic regime consolidated power by unprecedented machinating three consecutive elections, making State institutions partisan and unleashing brutal repressions.

Corruptions, money laundering, and poor project management as well as selections meant that the revenue flows or returns from these mega-projects are far less than what is required for servicing the debt. Gross external debt-GDP ratio increased from around 28% in 2016 to around 37% in 2023. Likewise, external debt-export earnings ratio increased from 56.3% in 2016 to 116.6% in 2023. These key indicators indicate that Bangladesh is heading for a corruption induced debt crisis, temporarily given respite by the International Monetary Fund (IMF).

The IMF’s loan will have to be repaid with interests; paying debts by borrowing; or using one line of credit to pay for another line of credit cannot be sustained for long. There are better ways to deal with unstainable debts, especially when the indebtedness is due to creditors’ continued lending despite well-documented evidence that the borrowed money is misused and siphoned off the country.

Such debts are odious, and violate the Principles on Promoting Responsible Sovereign Lending and Borrowing, developed by the United Nations Conference on Trade and Development (UNCTAD). These Principles demand that lenders refuse to lend to the regime, thus preventing wasteful or harmful spending. These Principles not only make a repressive regime less likely to survive but also ensure debt sustainability.

Core international legal norms and principles, such as Good Faith, Transparency, Impartiality, Legitimacy and Sustainability are applied in the UNCTAD Roadmap and Guide to Sovereign Debt Workout Mechanisms and in the UN General Assembly resolution A/RES/69/319 on Sovereign Debt Restructuring Processes, adopted in September 2015.

Moral, economic and legal arguments for repudiating odious debts

The prospect of yoking innocent generations of citizens to the repayment of a corrupt and repressive regime’s profligate debt is simply distasteful; morally repugnant; economically untenable, and legally indefensible.

The economic justification for repudiating odious debts rests on the prospect of increasing the welfare of the country in at least three ways: (1) there will be a lower debt burden to service; (2) odious regimes, which reduce welfare, are less likely to emerge; and (3) should they emerge, they are less likely to survive for a long time.

The legal argument for repudiating odious debts is consistent with the accepted view that equity constitutes part of the content of the general principles of law of civilized nations, one of the fundamental sources of international law stipulated in the Statute of the International Court of Justice. Thus, the international law obligation to repay debt can never be absolute, and has been frequently limited or qualified by a range of equitable considerations, some of which may be regrouped under the concept of odiousness.

In many countries legally individuals do not have to repay if others fraudulently borrow in their name, and corporations are not liable for contracts that their chief executive officers or other agents agree to without any authority.

An analogous legal argument is: sovereign debt incurred without people’s consent and not benefiting the people should not be transferable to a successor government, especially if creditors are aware of these facts in advance.

Israeli settlers set fire, kill one in West Bank village

Dozens of Israeli settlers have set fire to houses and cars in a village in the occupied West Bank, with the Palestinian health ministry stating that at least one person has been killed.

The settlers, some wearing masks, launched the attack on the village of Jit near the town of Nablus on Thursday evening. One local villager in his early 20s was killed, and another person critically injured in the chest, according to the Palestinian health ministry.

Israeli political leaders condemned the attack, with Israeli President Isaac Herzog calling the perpetrators an extreme minority harming the law-abiding community. The ongoing clashes between Israeli settlers and Palestinians have resulted in displacements, injuries, fatalities, and extensive property damage, prompting urgent calls for action to prevent further violence.

ISRO to Launch EOS-8 Satellite by SSLV-D3 from Sriharikota, India

ISRO’s Earth Observation Satellite-8 (EOS-8) is expected to be launched by the Small Satellite Launch Vehicle (SSLV)-D3 on Friday from Sriharikota in Andhra Pradesh.

The launch of the third developmental flight of SSLV is scheduled for August 16, 2024, in a launch window of one hour starting at 9.17 am, ISRO said in a post on X.

Visuals from the space centre showed students and other individuals arriving to witness the launch.

I have come to ISRO to see the satellite launch. It is a unique experience. I wish the scientists good luck for their hard work, Greeva Agarwal, a student said.

A research engineer working in Chennai (Tamil Nadu), Pranav said that he was excited to witness the launch.

This is the first time I am witnessing a launch through the launch gallery but I have been to ISRO, I had a tour of the ISRO campus in 2018. Being here and witnessing the launch is exciting for me. I wish all the very best to all the scientists of ISRO who have been working here. This is the first time I heard about SSLV and it is great to be here, Pranav said while speaking to ANI.

EOS-08 is ISRO’s latest Earth Observation Satellite, slated for launch by the Small Satellite Launch Vehicle (SSLV)-D3. The spacecraft is designed for a mission duration of one year.

The primary objectives of the EOS-08 mission include designing and developing a microsatellite, creating payload instruments compatible with the microsatellite bus, and incorporating new technologies required for future operational satellites, an ISRO release said earlier.

Built on the Microsat/IMS-1 bus, the EOS-08 carries three payloads: the Electro-Optical Infrared Payload (EOIR), the Global Navigation Satellite System-Reflectometry Payload (GNSS-R), and the SiC UV Dosimeter.

The EOIR payload is designed to capture images in the Mid-Wave IR (MIR) and Long-Wave IR (LWIR) bands, both during the day and night, for applications such as satellite-based surveillance, disaster monitoring, environmental monitoring, fire detection, volcanic activity observation, and industrial and power plant disaster monitoring. The GNSS-R payload demonstrates the capability of using GNSS-R-based remote sensing for applications such as ocean surface wind analysis, soil moisture assessment, cryosphere studies over the Himalayan region, flood detection, and inland waterbody detection.

Four arrested in killing of ‘General Hospital’ star Johnny Wactor

The Los Angeles Police Department announced today that four suspects have been arrested in connection with the murder of former ‘General Hospital’ star Johnny Wactor. The LAPD’s Central Bureau Homicide conducted search warrants at various locations in Los Angeles, leading to the apprehension of the alleged perpetrators.

The suspects, identified as Robert Barceleau, Leonel Gutierrez, Sergio Estrada, and Frank Olano, are believed to be between the ages of 18-22 and residents of Los Angeles County. While Olano faces charges as an accessory, the other three have been booked on murder warrants for their alleged involvement in Wactor’s tragic death.

According to reports, the suspects are linked to a local gang known for catalytic converter thefts in the area.
