West Nile Virus Detected in Ottawa Mosquitoes, First Human Case of 2024 Confirmed, Canada

Ottawa Public Health (OPH) has confirmed the presence of West Nile virus in local mosquitoes, as well as the city’s first human case of 2024.

OPH has been monitoring mosquitoes for the virus since June 1.

In a press release Friday evening, the agency confirmed it had detected both the first positive cases in mosquitoes and the year’s first human infection.

The virus is currently posing a moderate to high risk to public safety, OPH public health inspector Alison Samuel said in an interview Saturday.

The person who was infected has now recovered, Samuel added.

In 2023, there were no confirmed cases of West Nile virus in Ottawa, although there were 54 confirmed cases across Ontario.

West Nile virus is primarily spread by the northern house mosquito, Culex pipiens. Only a small number of people bitten by a mosquito carrying the virus will become infected.

However, about 20 per cent of those infected may experience flu-like symptoms including fever, headache, muscle aches, and a rash.

Severe illness occurs in less than one per cent of infections, with the virus potentially affecting the central nervous system. The risk of severe illness increases with age and is also higher among people with weakened immune systems, according to OPH.

OPH is urging residents to take precautions against mosquito bites and prevent mosquito breeding by following these measures:

The City of Ottawa has also implemented a plan that includes weekly surveillance and mosquito larvicidal treatment of sites on city property where there’s standing water, OPH said.

Quebec Police Seize 28 Stolen Vehicles in Montreal Bust, Canada

Quebec provincial police have announced the seizure of more than 28 vehicles and thousands of dollars in the Montreal area this week as part of their fight against organized vehicle theft in the province. Police spokesperson Nicolas Scholtus says that following an investigation that began in March, investigators targeted a criminal gang exporting stolen vehicles. A mixed squad of officers from various police forces carried out the busts, resulting in the recovery of over $17,000 in Canadian currency, more than $35,000 in US currency, and a half dozen cellphones. According to a recent report, there has been a significant drop in stolen vehicles in Quebec, attributed to increased border patrol, police collaboration, and government action. Governor Hochul Requests Federal Emergency Declaration for NY Storm Recovery, US

Governor Kathy Hochul announced Saturday she has requested a federal Emergency Declaration from President Biden to support response and recovery operations in 15 counties following a string of severe weather which devastated areas throughout upstate New York on July 15 and 16.

A federal Emergency Declaration would authorize FEMA to provide reimbursement for debris removal operations, emergency protective measures like search and rescue operations, and actions to eliminate or reduce immediate threats of significant additional damage to critical infrastructure such as roads, bridges, water control facilities and utilities.

After extreme weather struck parts of our state midweek, I’m requesting a federal Emergency Declaration to support our recovery efforts and provide assistance to families and businesses, Governor Hochul said. We must give our communities the support they need to recover, and I will do everything in my power to get New Yorkers the resources they need.

The counties included in the Governor’s Emergency Declaration request are Chemung, Genesee, Hamilton, Herkimer, Jefferson, Lewis, Madison, Montgomery, Oswego, Oneida, Ontario, Saratoga, Schuyler, Steuben and Warren.

While the federal government considers the request, the State Division of Homeland Security and Emergency Services is continuing to work with impacted counties to assess infrastructure damages to determine the state’s ability to request a Major Disaster Declaration from President Biden which would open up additional funding to support recovery operations for the July 15 and 16 storms, as well as severe storms on July 10 -11. Similar operations are underway to determine the state’s ability to apply for low-interest recovery loans from the U.S. Small Business Administration for businesses and homeowners.

New York has experienced a rash of severe weather during the month of July. There have been 17 confirmed tornadoes across the state, the largest number of confirmed tornadoes for the month of July since records began in 1950. The previous record was 13 in July of 1992.

Additionally, there were 41 tornado warnings on July 10 and Lewis County experienced 6.02 inches of rain, the highest one-day precipitation total for the county, breaking the previous record of 5.40 inches, set on August 23, 2010.

Less than a week later, more severe weather crossed the state and brought 3.00 hail to Farmington, Ontario County on July 15 which was the largest hail on record for the County since recordkeeping began 1950. The last time hail 3.00 or greater was recorded in New York State was June 1, 2022 in Broome County.

A day later, on July 16, an EF2 tornado touched down in Rome, Oneida County with six others touching down in five counties. The Rome tornado was the strongest tornado recorded in Oneida County since July 23, 1990. Elsewhere in the state, the July 16 severe weather led to wind gusts in Glens Falls, Warren County that exceeded 86 mph, breaking a statewide wind gust record.

The New York State Division of Homeland Security and Emergency Services’ Office of Emergency Management and Office of Fire Prevention and Control, the Department of Transportation, Office of Disaster Recovery Programs, New York State Police, Thruway Authority and National Guard continue to be engaged in supporting local governments as they work to recover.

Australia Urges Israel to Stop Settler Violence in Occupied Territories, ICJ Rules Apartheid

Australia has called on Israel to do more to stop violence by settlers in the Occupied Territories after the International Court of Justice ruled that Israel is responsible for overseeing an apartheid system.

Australian Foreign Minister Penny Wong said Israel needs to take concrete steps to end extremist settler activity, adding that Canberra considers the occupation a significant obstacle to peace in the region.

We are carefully considering the detail of the ICJ opinion to fully understand the conclusions reached.

She said Australia will deny travel visas to anyone identified as a settler. A just and enduring peace will require the legitimate aspirations of the Palestinian people to self-determination to be realized, she added.

We want to see concrete steps taken by Israel to cease the expansion of settlements and to respond to extremist settler activity.

In its non-bonding advisory opinion, the ICJ said Israel should end the occupation as rapidly as possible and take steps to fund reparations for internationally wrongful acts.

Its publication follows a request in 2022 by the UN General Assembly to assess legal consequences of Israeli policy in the Occupied Territories.

Tirana Hassan, executive director of Human Rights Watch, said in a statement: In a historic ruling the International Court of Justice has found multiple and serious international law violations by Israel towards Palestinians in the Occupied Palestinian Territory, including, for the first time, finding Israel responsible for apartheid.

The ruling should be yet another wake up call for the United States to end its egregious policy of defending Israel’s oppression of Palestinians and prompt a thorough reassessment in other countries as well.
