La Crosse’s homeless population is facing a crisis as a recent camping ban and lack of shelter space leave them with nowhere to go. The city ordinance, which explicitly prohibits camping in parks and parking ramps, has forced individuals without permanent housing to find alternative solutions. With no sufficient shelter options available, homeless individuals are left desperate and hopeless, leading to an increase in mental health issues.
According to the La Crosse County Medical Examiner’s office, as of the end of July, there were 228 individuals and 61 families living outside in the Coulee Region, which includes La Crosse and surrounding counties. Homeless service providers have expressed concerns about the impact of these additional restrictions and the lack of direction on the mental well-being of the unsheltered population.
Julie McDermid, director of Karuna Housing, explains that pushing individuals out of parks and other areas without providing them with an alternative leaves them feeling even more hopeless and despairing. The lack of support and increasing restrictions have led to a rise in drug use and self-harm among the homeless population. McDermid claims that this is the worst she has ever seen it, with people contemplating suicide due to the lack of help and support available.
In addition to the mental health crisis, there have been tragic consequences resulting from homelessness. Two individuals without permanent housing died over the August weekend, bringing the total number of deaths among the homeless population to 15 this year. The primary cause of death among these individuals was accidental overdoses. Beth Lubinski, the chief medical examiner, notes that mental health issues and chronic pain often contribute to substance abuse among the homeless.
The city’s homeless service coordinator, Brian Sampson, acknowledges the struggle to provide safe and appropriate spaces for people experiencing homelessness. While the city has around 60 shelter beds for single adults, there are no options available for families. McDermid explains that when the camping ban was initially passed, individuals were advised to camp at certain locations that weren’t explicitly banned. However, further restrictions have now been added, leaving the homeless population uncertain about where they can sleep without being asked to leave.
McDermid reveals that some individuals have resorted to seeking refuge in more remote areas like the bluff or marsh to avoid constant police contact. However, this presents its own set of challenges, as these individuals are far from any help in case of a medical emergency. The further people are pushed away from the city, the more likely they are to suffer from sickness, injuries, or even death.
The current situation in La Crosse highlights the urgent need for more shelter spaces and support for individuals experiencing homelessness. Without these essential resources, the cycle of despair and mental health issues will continue to worsen. The community must come together to find sustainable solutions to address the homelessness crisis and provide the necessary assistance to those in need.
