The Implications of the End of the Black Sea Grain Deal for Ukraine and Global Food Security

In a concerning turn of events, Russia’s decision to halt its participation in the Black Sea Grain Initiative has sparked fears for Ukraine and global food security. This move comes after Russia’s invasion of Ukraine severely disrupted supply chains for foodstuffs and raised prices, creating the risk of famine in African countries that rely on Ukrainian grain.

The Black Sea Grain Initiative was established last summer through negotiations overseen by the United Nations (UN) and Turkey. It allowed Ukraine to continue exporting grain from its southern ports, providing relief to global food shortages. The initiative experienced success, with over 1,000 ships carrying more than 33 million tonnes of grain and foodstuffs leaving Ukraine’s three southern ports. Notably, 65% of the wheat exported through the initiative went to developing countries, including Ethiopia, Yemen, Afghanistan, Sudan, Somalia, Kenya, and Djibouti. China received almost a quarter of the total grain exported through the deal.

However, on July 17, Russia announced its withdrawal from the initiative, citing alleged commercialization and Western price gouging. Since its withdrawal, Russia has launched nightly aerial attacks on Ukrainian ports, resulting in civilian casualties and the destruction of at least 60,000 tonnes of grain, enough to feed 270,000 people for a year. Russia also warned that it would consider any ship sailing around a Ukrainian port as a military target, intensifying tensions in the Black Sea region.

The consequences of Russia’s withdrawal are already being felt, with global grain prices rising immediately. While prices have stabilized somewhat, concerns remain. Save the Children’s humanitarian policy and advocacy lead, Nana Ndeda, warns that rising food prices will increase food insecurity and malnutrition, particularly affecting children and families who rely on affordable food sources.

The European Union (EU) has also expressed concerns about the impact of Russia’s withdrawal from the initiative. Five EU member states, including Poland, Hungary, Slovakia, Bulgaria, and Romania, had already imposed restrictions on grain imports from Ukraine in response to crashing cereal prices. Now, they have requested an extension of these curbs, fearing further pressure on their domestic markets. The EU is supporting Turkish and UN efforts to restore the Black Sea Grain Initiative and is exploring ways to expand the Solidarity Lanes program.

Russia’s use of food as a weapon has drawn strong criticism. The UN World Food Programme (WFP) accused Russian President Vladimir Putin of using hunger as a weapon of war, warning of famines, destabilization, and mass migration worldwide. The EU’s foreign policy chief, Josep Borrell, condemned Russia’s actions, emphasizing the severity of using hunger as a tool.

While the situation remains uncertain, there is hope that due to the importance of grain supplies to China and many African countries, Russia will be pressured to resume its participation in the Black Sea Grain Initiative. However, the current standoff raises significant concerns for Ukraine and global food security, highlighting the need for diplomatic resolutions and international cooperation to protect vulnerable populations and ensure a stable food supply chain.
