House Passes Bipartisan Spending Bill, Averting Government Shutdown
In a significant development, the House of Representatives has passed a bipartisan spending bill, effectively averting a government shutdown. This comes after Democrats claimed victory, framing the legislation as a win for their party. The bill, which received overwhelming bipartisan support, will keep the government funded for 45 days.
The House voted in favor of a clean continuing resolution, marking a last-ditch effort to prevent a lapse in federal funding as the fiscal year neared its end. Only 90 Republicans and one Democrat voted against the bill, highlighting strong support from both sides of the aisle.
Earlier, House Republican leaders presented a 45-day stopgap measure during a closed-door conference meeting. The proposal aimed to maintain current government spending levels and provide disaster funding while omitting any aid for Ukraine. This alternative plan was put forward after a previous Republican-led continuing resolution failed to advance, which sought spending cuts and included a border security bill. In response to the impasse, GOP leaders proposed a bipartisan solution.
Initially, Democrats signaled opposition to the stopgap measure but ultimately voted in favor, ensuring the bill’s passage. Party leaders emphasized that their support forced Republicans to advance a clean continuing resolution without attaching any of their policy provisions. House Minority Leader Hakeem Jeffries hailed the passage of the legislation as a victory for the American people, stressing the avoidance of devastating cuts and the fulfillment of bipartisan objectives.
Minority Whip Katherine Clark echoed similar sentiments, taking credit for the bill’s passage and characterizing it as a defeat for House Republican leader Kevin McCarthy. She emphasized that Democrats had come to the rescue, whereas McCarthy had to concede and seek Democratic assistance to extinguish the fire that he and his party had ignited.
Though the spending legislation secured broad support, some House Republicans expressed outrage. Several staunch conservatives even renewed threats to remove McCarthy from his speakership, with Rep. Matt Gaetz of Florida warning that the speaker was on tenuous ground. However, McCarthy brushed off such challenges to his leadership position, defending the spending deal as necessary to avert a government shutdown.
The continuing resolution will now move to the Senate, where lawmakers may vote on it as early as Saturday evening. If approved by the Senate, it will then be sent to President Joe Biden for his final approval, just hours before the funding deadline.
