Health Care Clinics Experience Staff Losses due to COVID-19 Vaccine Mandate, Reveals Study

Dozens of health care clinics in Oregon have experienced a loss of workers due to a COVID-19 vaccine mandate imposed by the state’s health agency, according to a recent study. The mandate, announced by former Oregon Governor Kate Brown in 2021, required health care workers to be vaccinated against COVID-19, with no testing alternative available after October 18, 2021.

The study, conducted by Dr. Brigit Hatch and her colleagues at Oregon Health & Science University, found that about half of the clinics that participated in the survey reported losing workers as a result of the mandate. The majority of these clinics were situated in rural areas, which were disproportionately affected.

While the mandate aimed to increase the vaccination rates among health care personnel, it also amplified staffing challenges, particularly in rural areas. The survey results revealed that 52.6% of rural clinics and 40% of urban clinics lost jobs due to the vaccination requirements. In total, 37 clinics reported losing workers.

Furthermore, the impact of the mandate on staffing was significant or very significant for 45% of rural clinics and 21% of urban clinics. Some physicians in rural clinics expressed concerns about the increased workload and burnout resulting from the loss of staff.

The mandate did allow exemptions for religious or medical reasons, with rural clinics being more likely to have staff members with waivers compared to urban clinics. However, it remains unclear how many exemptions were granted in each workplace.

Despite the negative implications on staffing, the vaccination rates did improve as a result of the mandate. Approximately 60% of surveyed staff members reported that the mandate prompted people to get vaccinated. However, the loss of workers poses a significant challenge for an already strained healthcare system, especially for small clinics and those in rural areas.

This study aligns with findings in other regions, such as England, where vaccine mandates also resulted in staff losses. Critics of the mandate in Oregon, including the Oregon Nurses Association, had warned that it could lead to a decreased workforce due to opposition to mandates.

The researchers emphasized the need for future mandates to consider the differences between urban and rural clinics and to carefully assess the conditions under which exemptions are allowed. It is crucial to maintain a balanced approach that addresses public health concerns while also recognizing the potential impact on the healthcare system.
