Additionally, a partnership with the University of Costa Rica will establish a hate speech observatory.

The strategy has also focused on educating citizens about their legal protections and resources to safeguard their rights. Victims of online hate speech can now access support and assistance. Furthermore, initiatives such as teaching debate in schools have emerged to promote a culture of respectful dialogue.
