Clashes in Libyan Capital Threaten Oil Infrastructure – Concerns Rise

Clashes in the Libyan capital of Tripoli have posed a serious threat to the country’s oil infrastructure, sparking concerns that the battles could spill over and disrupt oil production and exports. The armed factions in Tripoli engaged in intense fighting across several districts, resulting in casualties. The Special Deterrence Force, one of the most powerful factions, reportedly seized the commander Mahmoud Hamza from the 444 Brigade faction.

Libya has been grappling with near-civil war conditions since the overthrow of Muammar Gaddafi in 2011. Factions have been engaged in continuous conflicts between the eastern and western parts of the country. These clashes often lead to blockades at ports and oilfields, reducing oil production and exports. Consequently, Libya is exempt from the OPEC+ deal, which means it is not obligated to reduce oil production during the alliance’s output cuts.

Last month, Libyan oil output dropped compared to June due to the shutdown of Sharara, the country’s largest oilfield, following protests by the Zawi tribe over the kidnapping of Faraj Bumatari, a former finance minister. However, since the end of August 2022, Libya had managed to pump close to or even above 1.2 million barrels per day (bpd). This level hadn’t been seen since the port blockades earlier in 2022, which severely impacted oil production during the spring and summer months.

Tensions resurfaced recently when General Khalifa Haftar, the leader of the Libyan National Army, threatened to use force unless the country’s political leaders established a fair system for distributing oil revenues. Haftar’s threat followed a similar one issued by the eastern government in late June.

The current clashes in Tripoli have raised concerns about the stability of Libya’s oil infrastructure, given its history of disruptions during times of conflict. The country heavily relies on oil revenues, and any disturbances can severely impact its already fragile economy. The ongoing fighting emphasizes the need for political solutions to bridge the divide between different factions and ensure the uninterrupted functioning of Libya’s oil sector.

As the situation evolves, global attention will be focused on whether the clashes in Tripoli will escalate further and cause significant disruptions to oil production and exports.
