Portsmouth’s city-owned Peirce Island has instituted a ban on overnight camping, according to an announcement made by Peter Rice, the director of public works. The decision comes after numerous complaints from residents about people staying overnight in recreational vehicles (RVs), campers, and vans on the island and along city streets.
City officials have responded to the concerns by posting signs at the entrance of Peirce Island stating that overnight camping is prohibited. The move aims to clarify the restrictions and discourage individuals from participating in this activity. While signs previously indicated that camping was allowed from dawn to dusk, the new signs will simply state no camping.
The issue was raised by city residents, who emphasized that the problem was not related to homelessness but rather a misuse of the island and street parking. Francesca Marconi Fernald, a resident, expressed her support for designated parking spots for campers but stressed the need to keep them off the neighborhood streets. Fernald also highlighted the increasing problem of trash, including dog waste and human waste, being left behind by campers on Peirce Island.
Complaints regarding campers parking overnight in Portsmouth have been raised in the past, with some residents advocating for a complete ban on camping in the city. However, the proposal initially faced opposition after the city’s fire chief pointed out the living situation of a firefighter who relies on a camper due to the high cost of housing in the area.
City councilors, such as Andrew Bagley and Kate Cook, have acknowledged the issue as a mixture of tourist activity and a response to the lack of affordable housing. Bagley has been collaborating with Cook and city staff to find a comprehensive solution. One suggestion is to designate specific areas, like the park and ride off Route 33, where campers can park for a nominal fee and access necessary amenities, such as sewer and trash disposal.
Despite efforts being made to address the issue, a concrete solution is unlikely to be implemented until the next summer season. Bagley stressed the complexity of the matter and the need to consider the wider housing crisis facing the city. Cook emphasized the importance of planning for the long term to prevent parking problems from escalating.
While the city is determined to address the issue, Mayor Deaglan McEachern stated that enforcement of existing ordinances, like the ban on Peirce Island, should be prioritized. He emphasized the importance of maintaining a fair and welcoming environment in Portsmouth.
As Portsmouth grapples with the impact of overnight camping and parking, it remains to be seen how the city will find a balance between accommodating tourists, addressing the housing crisis, and preserving the quality of life for residents.
