However, his advisers talked him out of it, arguing that it was not the right time for a leader-to-leader conversation. Instead, they suggested that reaching out to Beijing with lower or midlevel officials was a better course of action to work back up to the top. The advisers said China was too angry to have a productive conversation after the balloon was shot. Communications between the US and China had largely ceased since the exchange.
