California Implements Ebony Alert Law to Locate Missing Black Women and Children
California has taken a significant step forward in addressing the issue of missing Black women and children with the introduction of the Ebony Alert legislation. Governor Gavin Newsom recently signed the law, introduced by Sen. Steven Bradford, which aims to help law enforcement track down missing individuals from the community. This move comes as a response to the disproportionate representation of Black children and young women on the lists of missing persons. By implementing the Ebony Alert, California hopes to address this pressing matter and bring these missing individuals back home.
The Ebony Alert legislation allows law enforcement agencies to request an Ebony Alert, similar to the well-known Amber Alert, for missing Black women and children aged between 12 and 25. This alert system will enable authorities to spread the word effectively and enlist the help of the public in locating these individuals.
California is taking bold and needed action to locate missing Black children and Black women in California. I want to thank the Governor for signing the Ebony Alert into law, said Sen. Bradford. He recognizes the heartbreaking reality that many families face when their loved ones go missing and considers this a public crisis for the entire state. The Ebony Alert has the potential to tackle this crisis head-on.
According to the Black and Missing Foundation, 38% of missing children in the United States are Black. Despite the long-established use of Amber Alerts to notify the public about missing individuals, critics argue that African Americans are often overlooked by the existing notification system. The Ebony Alert aims to address this disparity and ensure that Black children and young women receive the attention and protection they deserve when reported missing.
When an Ebony Alert is activated by a law enforcement agency, the California Highway Patrol will utilize electronic highway signs to alert the public. Furthermore, TV, cable, and radio stations, online platforms, and social media outlets will be encouraged to disseminate information about the missing individuals. By harnessing various communication channels, the hope is that the Ebony Alert will reach a larger audience and help bring missing Black women and children back home safely.

Bradford. The legislation has been sponsored by the NAACP California Hawaii State Conference, reflecting the collective effort to address racial inequities in missing-person cases involving Black women and children.
