UN Secretary-General Highlights Urgency for Global Solidarity and Climate Justice for Least Developed Countries
The United Nations Secretary-General, António Guterres, delivered a video message to the ministerial meeting of the least developed countries (LDCs) in New York today, emphasizing the critical need for global solidarity and climate justice for these nations. Guterres acknowledged that LDCs are often the first and worst affected by global challenges, such as climate change, debt distress, and the repercussions of the COVID-19 pandemic. He called for immediate action and support from the international community to address these pressing issues.
Guterres underscored the significance of the Doha Plan of Action as a roadmap for LDCs to navigate through these troubled times. He highlighted its strategic recommendations, such as the Food Stockholding System and the Online University, as vital investments in the future of least developed countries. Furthermore, the Secretary-General stressed that justice must prevail in two key areas: climate and finance.
Speaking on climate justice, Guterres emphasized that sustainable and inclusive development in LDCs hinges upon achieving substantial progress at the upcoming twenty-eighth Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) in Doha. He specifically called for the implementation of the Loss and Damage Fund and advocated for a Climate Solidarity Pact in which all countries commit to significantly reducing emissions this decade. Developed economies were urged to provide substantial technical and financial support for renewable energy and green jobs in LDCs. Additionally, Guterres pushed for a clear and credible roadmap from developed nations to double adaptation finance by 2025, ensuring that the $100 billion goal is met and fully capitalizing the Green Climate Fund.
Highlighting the financial challenges faced by LDCs, particularly concerning debt distress, the Secretary-General called for a Sustainable Development Goal (SDG) Stimulus. This stimulus aims to scale up resources for sustainable development while providing effective debt relief. Guterres also emphasized the need for extensive reforms to the global financial architecture, which he described as dysfunctional, outdated, and unjust. He called for a financial system that prioritizes the interests of LDCs, given that these nations account for 1 in 8 people worldwide.
Throughout his message, Guterres expressed solidarity with the least developed countries, assuring them that the United Nations is their ally and partner in implementing the Doha Plan of Action and securing a safer, more sustainable, and inclusive future. He urged LDCs to unite their voices at the United Nations, emphasizing the importance of their perspectives.
