Women of Honour urge Tánaiste to halt inquiry, citing flaws

The advocacy group Women of Honour has appealed to Ireland’s Tánaiste, Leo Varadkar, to halt a proposed inquiry into allegations of abuse within the Defence Forces, citing concerns over its flawed nature. The inquiry was prompted by a review conducted by the Defence Forces-Independent Review Group (DF-IRG), which revealed disturbing accounts of brutal and sadistic abuse, including rape, suffered by both male and female soldiers. The report painted a damning picture of a culture that marginalizes and mistreats women.

The Women of Honour group, representing victims of Defence Forces abuse, has been invited to meet with Irish Taoiseach, Micheál Martin, to discuss the government’s plans for the inquiry. However, they have expressed their opposition to the investigation, stating that the terms of reference are too narrow and influenced by the Department of Defence, compromising its impartiality. A spokesperson for the group stated that any inquiry lacking transparency and comprehensive terms of reference would be perceived as an attempt to cover up the crimes committed.

In response to these concerns, the Tánaiste has informed the Women of Honour group that he does not intend to make significant changes to the inquiry’s terms of reference and plans to present his proposals to the government for approval. The victims’ representatives argue that the involvement of the Department of Defence in influencing the decision-making process constitutes a conflict of interest, as the department aims to limit its own culpability.

The Women of Honour group has emphasized their consistent engagement with the Tánaiste and is hopeful that he will reconsider his position. They have made it clear that they will not endorse the inquiry unless there is evidence of agreement with the majority of victims’ representative bodies. They believe that a full public tribunal of inquiry with comprehensive terms of reference is essential to ensure transparency and prevent any concealment or secrecy surrounding the alleged abuses.

In an email to other victims of abuse, Taoiseach Micheál Martin acknowledged the input and feedback received on the nature of the inquiry and the terms of reference. While some changes have been made, he stated that the overall substance of the terms of reference remains unchanged. Martin expressed confidence in the Attorney General’s assurance that the majority of issues raised will be adequately addressed within the established parameters. He now intends to present his proposals to the Cabinet and seek their approval to proceed with the statutory inquiry.

The allegations of abuse within the Defence Forces have sparked widespread concern, and it is crucial that a fair and thorough investigation is conducted to uncover any serious systemic failures within the complaints system. It is a matter of urgency to protect the rights and well-being of all members of the Defence Forces and ensure that anyone responsible for acts of abuse faces appropriate consequences.
