Western Cape Taxi Strike Leads to Violence, Closures, and Chaos

The ongoing taxi strike in the Western Cape province of South Africa, called by the South African National Taxi Council (Santaco), has sparked violence, closures, and chaos since it began on August 3rd. The strike was prompted by the seizure and impounding of taxis under new stringent traffic bylaws. The devastating impact of the strike has raised grave concerns for the provincial government.

One of the major consequences of the strike has been the torching of six Golden Arrow buses in arson attacks. In response, Golden Arrow has been forced to terminate its bus services in several areas, including Khayelitsha, Nyanga, Philippi East, Langa, and Mfuleni. These closures, combined with many roads remaining closed due to the strike, have severely disrupted transportation in the region.

The situation has escalated to the point where Golden Arrow secured a court order on Sunday against Santaco. The order prohibits them from intimidating, threatening, harassing, or interfering with Golden Arrow, its employees, or passengers. The violence and property damage caused by the strike have appalled Western Cape Premier Alan Winde, who commented that it has dealt a severe blow to the local economy and critical services. He further emphasized the need to find common ground and resolve the issues at hand.

The strike’s impact on education has been significant, with approximately 287,420 learners across the province unable to attend school due to the sudden stay-away. Furthermore, over 9,000 teachers and staff have been prevented from reaching their workplaces. The cancellation of matric extra classes on Saturday also impacted around 14,000 learners.

The strike has also negatively affected healthcare services in the Western Cape. Several healthcare facilities, including Tygerberg, Red Cross, and Groote Schuur hospitals, as well as community health centers and clinics, have been compelled to operate at reduced capacity. Although Tygerberg and Salt River forensic pathology services remain operational, the response to incidents in red zones will be delayed and only occur under the protection of law enforcement escorts.

In addition, many employees of the Western Cape Department of Social Development will have to work from home due to the volatile nature of the situation. MEC for Police Oversight and Community Safety, Reagen Allen, condemned the burning and damage to property, particularly those related to safety. Contingency plans have been implemented to ensure that the law enforcement deployment of Law Enforcement Advancement (LEAP) officers in Delft is not affected.

The South African Police Service (SAPS) has deployed integrated police units to deal with incidents of public violence that erupted on Monday in the Nyanga area, where the strike is still ongoing. The disruption to roads in and around Nyanga, as well as the Cape Town International Airport, has caused severe traffic congestion on the N2 highway. Investigations into incidents of bus torching on Borcherds Quarry Road are underway, with no reported injuries to SAPS as yet.

Despite numerous urgent engagements with Santaco over the weekend, the strike continues to disrupt the region. The Western Cape provincial government remains deeply concerned about the impact of the strike and is actively working to resolve the ongoing issues in the taxi industry. Their objective is to establish new terms of engagement that prioritize commuter and road user safety.
