West Yorkshire Police Officer Dismissed After Allegedly Stamping on Man’s Head During Arrest

A West Yorkshire Police officer has been dismissed following allegations that he stamped on a man’s head during an arrest. PC Cameron Lindley was called to a disturbance in Bradford in December 2021 after his colleagues requested urgent support. The incident came to light when the man lodged a complaint, prompting an investigation by the Independent Office for Police Conduct (IOPC).

According to the IOPC, PC Lindley assisted a colleague in bringing the man to the ground and then proceeded to apply force to the man’s head with the sole of his boot while he was being restrained by two officers. The misconduct panel, which reviewed the case, concluded that PC Lindley’s actions amounted to gross misconduct and he was subsequently dismissed without notice.

The IOPC became involved in the investigation when it reviewed West Yorkshire Police’s handling of the complaint. Initially, the force had determined that PC Lindley should face disciplinary proceedings for potential misconduct, which carries a maximum sanction of a final written warning. However, the IOPC review recommended disciplinary proceedings for gross misconduct, and the force agreed to proceed accordingly.

Sunny Bhalla, the IOPC head of national operations, emphasized that while police officers are authorized to use reasonable force to protect the public, they must only apply the minimum force necessary and be able to justify their actions. In this case, PC Lindley’s actions were deemed dangerous, excessive, and contradictory to the training provided to police officers.

Detective Chief Superintendent Nicola Bryar, head of West Yorkshire Police’s Professional Standards Directorate, stressed the importance of using force only when reasonable, necessary, and proportionate. She acknowledged that while the majority of interactions with the public are satisfactory, there are instances where mistakes are made. Bryar encouraged anyone dissatisfied with the service they receive to report it so that it can be properly investigated.

The dismissal of PC Lindley highlights the ongoing efforts to uphold police accountability and ensure that complaints are thoroughly scrutinized. The IOPC’s involvement serves as a check and balance system to independently review cases where complainants are dissatisfied with the outcome. By disagreeing with the proposed disciplinary sanction, the IOPC has played a crucial role in holding PC Lindley fully accountable for his actions on that fateful day.
