The UN Secretariat’s note, addressed to the member states of the UN, formally confirmed the termination of these measures. It stated that the Secretariat removed the list of 23 individuals and 61 entities subject to the restrictive measures from the Security Council website on October 19, 2023. This action was also reflected in the UNSC Consolidated List of all sanctioned people and entities.

Despite extensive efforts by the United States and Western countries to maintain the sanctions, Iran is now no longer subject to any UN-imposed restrictions. However, it is worth noting that on the same day the UN sanctions expired, the United States imposed fresh unilateral sanctions on Iran’s missile program.

Furthermore, the three European signatories to the JCPOA, namely the UK, Germany, and France, have decided not to end their anti-Iran sanctions, including the ban on ballistic missiles. Their rationale for this decision is that Iran has been deemed non-compliant with the agreement since 2019.

To provide context, Iran began reducing its commitments under the JCPOA in 2019, a year after the US unilaterally withdrew from the accord. Iran’s move followed the EU’s failure to offer any form of compensation for the US withdrawal. At the time, Iran stated that its actions were in accordance with the provisions of the JCPOA, which allow parties to deviate from their commitments if other parties do so as well.

The termination of the UN sanctions against Iran marks a significant development in the ongoing geopolitical dynamics surrounding the JCPOA. While this decision brings relief to Iran, it is met with disagreements from the United States and some European countries who argue that Iran’s actions warrant the continuation of certain restrictions.
