The documents reviewed by The New York Times, along with insider information, indicate that some Russian oligarchs were granted licenses to spend over $1 million a year on various expenses. Shockingly, in some cases, criminal investigations had to be abandoned, and sanctions were lifted after lengthy legal battles.

One such example involves Russian banking tycoon Mikhail Fridman, who was granted a license to cover the costs of 19 staff members, including drivers, private chefs, housekeepers, and handymen. The license allowed him to spend £300,000 over a span of 10 months, with an additional monthly allowance of about £7,000 to meet his family’s basic needs.

Notably, these exemptions were also extended to Petr Aven, a former business partner of Fridman’s. A monthly allowance of £60,000 was granted to Aven, with a significant portion being allocated to a security company owned by his financial manager. This manager has been under investigation for potential involvement in helping Aven bypass sanctions. The British government classifies both Fridman and Aven as pro-Kremlin oligarchs closely associated with President Putin, an allegation that both men strongly deny and are currently challenging in court.

Fridman and Aven are not the only Russians who have witnessed sanctions imposed publicly, only to have restrictions eased privately. Official figures seen by The Times reveal that the British Treasury granted at least 82 licenses last year, with numerous pending applications. Consequently, law enforcement agents responsible for addressing potential breaches of financial blacklists have expressed their frustration with these decisions and the licensing system, which they believe undermines the effectiveness of sanctions.

Despite being technically cut off from the British economy, Mr. Aven was permitted to spend over £1 million by Treasury officials. Meanwhile, he was simultaneously under investigation for potential sanctions evasion, and his countryside mansion was raided by law enforcement last year.

The granting of licenses to Russian oligarchs highlights potential shortcomings in the new British financial sanctions system. It raises questions about the extent of due diligence and vetting conducted by the government before approving such transactions. The concerns extend beyond facilitating opulent lifestyles for individuals associated with the Russian government, highlighting the broader implications for national security.

As the British government faces mounting criticism, it is crucial to assess the integrity and transparency of the licensing system.
