Two Kashmiri doctors fired for manipulating post-mortem reports in Asiya-Neelofar Case

The Jammu and Kashmir government has terminated the employment of two senior doctors, Nighat Chiloo and Bilal Ahmad Dalal, for manipulating post-mortem reports and spreading a false narrative regarding the deaths of two women in the Shopian district on May 29, 2009. Chiloo and Ahmad allegedly falsified facts and prepared four false post-mortem reports indicating rape and murder of both the women. The false news about Asiya Jan, 17, and Neelofar Jan, 22, set Kashmir on fire and caused strikes and demonstrations. After investigation, the case was handed over to CBI which unearthed details about the involvement of the two doctors who had been acting alongside separatists to vilify the country.

The findings reveal that Nighat had prepared falsified post-mortem reports, and that “not one, but four different post-mortem were prepared each full of intra and inter inconsistency and contradictions.” Biological samples belonging to unknown persons were fraudulently obtained and placed on record. When cornered with unimpeachable evidence of her falsehood, Nighat claimed that the vaginal fluid belonged to her and that the spermatozoa belonged to her husband. However, CBI did a DNA test only to find that she was lying. The involvement of Ahmad was malicious and he had wrongly classified injuries as lacerated when they were incised. The cause of death was falsely identified as hemorrhagic shock and bleeding from multiple injuries when the victims had died due to ante-mortem drowning. CBI uncovered this falsehood with forensic evidence that found the death to be asphyxia due to ante-mortem drowning in both cases.
