The Uttar Pradesh government has decided to establish stricter regulations for businesses providing rooms for stay in the state. The decision was made in order to protect public health, security, morality, and decency. The government has also made it mandatory for businesses to register their services, which will include the sharing of guest information such as names, IDs, check-in and check-out dates, and addresses. Failure to register will result in legal action against these businesses.
These new regulations are being implemented using the powers granted by section 13 of the Sarai Act 1867, and penalties will be imposed for violations. The principal secretary, home and respective district magistrates will chair the committees designed to oversee the implementation of the regulations. The registration process will include the development of a portal that will be integrated with the Nivesh Mitra Portal. Any businesses providing staying facilities will have to share information not only about their guests but also about their employees.
The regulations also require that businesses display their registration at the main entrance, and no guest will be allowed to use the facility without the necessary documents. CCTV footage of entry and exit points, front desk, and parking areas of such facilities must also be kept. It is required that businesses ensure the presence of a supervisor or manager around the clock whenever a guest is staying on the premises or when the facility is open to the public.
Businesses providing rooms for stay must register within 45 days of application, and failure to register in time will result in deemed registration. With these new regulations in place, it is hoped that public health, security, morality, and decency will be upheld in the state of Uttar Pradesh.
