A radio wireless system in Thrissur has proven to be a game-changer for disaster management teams, serving as a force multiplier during emergencies. Even when other communication links fail, this system, which operates on radio frequency, remains functional.
Last monsoon, five fishermen in the Rashida Mol boat found themselves stranded in the middle of the sea after their boat’s engine failed. In a stroke of luck, their VHF wireless set received a message from Shibu George of the District Emergency Operation Centre (DEOC) in Thrissur, asking if they were safe. This message brought a ray of hope to the fishermen, who were facing certain death. The DEOC, informed about the missing boat by the Coastal Jagratha Samithi, was able to establish contact with the fishermen using the radio wireless system. The Coast Guard team from Kochi was then able to locate and rescue them.
The radio wireless system, which falls under the Revenue department in Thrissur, has played a crucial role in coordinating relief and rescue efforts during floods and natural calamities. It has emerged as a vital backup when power outages and remote areas render other communication systems useless.
Interestingly, a similar radio wireless network system was installed in all districts of the state back in 2009 but was later abandoned due to poor range and lack of maintenance. However, Mr. George, an employee of the DEOC and a researcher in disaster management, took the initiative to re-develop the system with necessary upgrades. This ensured that rescue operations could be effectively coordinated even under adverse weather conditions.
Mr. George highlighted the importance of uninterrupted communication systems during disaster management, citing the serious impact on rescue operations during the 2019 floods caused by the absence of network mechanisms. The radio wireless system is designed to function even when mobile networks and satellite phone links encounter problems in adverse weather conditions.
The radio wireless system operates from the DEOC at the Thrissur Collectorate and connects seven taluks, vulnerable coastal villages like Azhikode and Kadappuram, and hilly areas to the Collectorate. M.C. Rejil, Deputy Collector of Disaster Management in Thrissur district, emphasized the lessons learned from the 2018 floods. To ensure connectivity to areas that previously lost communication links, a repeater has been placed.
In times of emergency, a network of 35 amateur radio operators (HAM radio) can also be integrated into the system. They provided valuable communication services during the Thrissur Pooram festival when all mobile services were jammed due to the large gathering of people.
By connecting emergency departments such as Revenue, Police, and Forest to the radio wireless system using a common frequency, the disaster management network can be taken to the next level.
