Punjab Chief Minister Bhagwant Mann has expressed his opposition to the central government’s decision to waive off the no-objection certificate (NOC) requirement for drawing water by Himachal Pradesh for water supply and irrigation schemes. In a letter to Prime Minister Narendra Modi, Mann called the decision unjustified and baseless, stating that no water was required to be allocated to Himachal Pradesh out of the Sutlej and Beas rivers as per the water agreements. Although the Supreme Court has allowed Himachal Pradesh a 7.19 per cent share in power, no orders have been issued regarding the sharing of water. As water is a state subject covered under Entry 17 of State list-II of the Constitution, it falls in the exclusive jurisdiction of a tribunal constituted by the Central government. Furthermore, the Bhakra Beas Management Board is only authorized to administer, maintain and operate the dam and reservoirs for partner states, which does not include Himachal Pradesh.
