Philippine Senator Calls for Increased Intel Fund for Coast Guard Amid China Incursions
MANILA, Philippines – In response to China’s repeated incursions in the West Philippine Sea, Senator Risa Hontiveros has urged for a larger intelligence fund to be allocated to the Philippine Coast Guard (PCG). Hontiveros, who serves as the Deputy Minority Leader, believes that the proposed budget of P10 million for 2024 is insufficient to help the agency defend against China’s aggression.
Hontiveros pointed out the stark contrast between the PCG’s intelligence fund and the Department of Education’s (DepEd) proposed budget. While the DepEd, which does not face any security threats, has been allotted P150 million, the PCG struggles with a meager P10 million. Hontiveros emphasized that the PCG deals with daily security risks posed by China while the DepEd does not face any such threats.
To determine a more appropriate amount, Hontiveros suggests that the Senate hold further consultations with the PCG. In the past, the agency has requested intelligence funds ranging from P200 million to P600 million. The PCG’s approved intelligence fund has remained at P10 million since 2009, despite China’s increasing military presence in the area.
Hontiveros stressed the need for the PCG to have the capability to protect themselves as China continues to exert its force. She called on the Senate to allocate a budget closer to what the PCG had previously proposed.
The urgency behind Hontiveros’ appeal stems from the recent Chinese incursions in the West Philippine Sea. On August 5, Chinese Coast Guard vessels and military militia impeded Philippine boats heading to Ayungin Shoal by blocking their path and using water cannons.
The issue of China’s aggression in the West Philippine Sea has sparked concerns among various sectors. Hontiveros’ call for a larger intelligence fund aims to equip the PCG with the necessary resources to safeguard Philippine territories and protect Filipino fishermen.
As the Senate discusses the national budget, it is essential to prioritize the security of the Philippines and adequately fund agencies like the PCG. By doing so, the government can effectively deter China’s encroachments and protect the country’s territorial integrity.
