In the video, Vernikov can be seen being interviewed on Brighton Beach when an unidentified man wearing a hat suddenly appears and kisses her cheek. The councilwoman, clearly taken aback, exclaims, What the f—? and turns her head to look at the man, who walks away with a smile on his face.
