A new land bill tabled in the Tamil Nadu legislative assembly has caused concern among activists and residents who fear it will threaten waterways and human rights. The Tamil Nadu Land Consolidation (For Special Projects) Bill 2023, which was presented despite the ruling party’s 2021 election manifesto promising to maintain water bodies, seeks to streamline the process of consolidation of government lands for large projects. However, it fails to include clauses that provide for the protection of water bodies or address encroachments. Critics argue that land rights are closely linked to the right to life and healthy environment and that the bill could violate the UN’s 2018 resolution on rights of peasants and rural workers.
