The Metropolitan Police has come under scrutiny after it was revealed that data about individuals reporting sensitive crimes such as sexual offences and domestic abuse on their website was being shared with Facebook. According to The Observer, this information, including the type of offence reported and users’ Facebook profile codes, was passed on to the social media giant via a tracking tool called a Meta Pixel. Despite the claim that the online reporting form was secure, the data was still sent to Facebook.

In addition to personal information, the embedded tracking tool also disclosed details about the content viewed and buttons clicked by users on webpages related to contacting the police, accessing victim services, and seeking advice on crimes such as rape, assault, stalking, and fraud. The analysis conducted by The Observer further revealed that Norfolk and Suffolk police forces also shared data about individuals accessing sensitive webpages.

Responding to the allegations, the Metropolitan Police stated that they had used the Meta Pixel tool for recruitment campaigns and assured that the personal data provided when reporting a crime was not shared with third parties. They acknowledged that a Meta Pixel had been placed on their website in 2023 as part of a recruitment marketing campaign and mentioned that steps were being taken to remove it from non-recruitment specific pages to avoid any unnecessary concerns.

The force spokesman emphasized that the technology used on their website, known as the Single Online Home, only gathers analytical data to improve user experience and does not disclose the content of information or personal details of individuals using the service. They also clarified that IP addresses do not identify individuals by name or specific geographic address and that the analytical data collected remains with the website operator (the police) and is never shared with commercial organizations or enters the public domain.

The Observer’s previous investigation found that 20 NHS trusts had also shared private patient information with Facebook through the use of Meta Pixels, prompting 17 of those trusts to stop utilizing them.

The Metropolitan Police and the companies Meta and Facebook have been approached for comment regarding these recent allegations.

While concerns over data privacy continue to grow, it is vital for public trust that law enforcement agencies and organizations handling sensitive information take necessary measures to protect individuals’ data. The revelation that such data was being shared with Facebook, even via apparently secure methods, raises questions about the privacy practices of these institutions.

As the investigation unfolds, it remains imperative for the police to not only address these privacy concerns but also ensure complete transparency in their data handling procedures. Taking prompt action to remove tracking tools and reassessing the use of analytics and advertising features would be a step towards rebuilding public confidence in the police service.
