The Manipur High Court has taken a significant step in addressing the ban on internet services amidst ethnic violence in the state. In a recent directive, the court has required the state government to selectively enable mobile internet access based on whitelisted phone numbers. This move aims to provide the public with much-needed connectivity while ensuring the safety and security of the residents.

The court has given the state government a two-week period to present a report outlining their approach. This report is expected to be submitted during the next hearing, scheduled for August 31. The Supreme Court of India has also expressed concern about the severe instances of sexual violence against women during the sectarian turmoil in Manipur. To address this issue, the Supreme Court has ordered the formation of a committee consisting of three former High Court Judges. The committee’s role is to assess the situation and facilitate relief for the survivors.

Justice Ahanthem Bimol Singh and Justice A. Guneshwar Sharma, a bench of the Manipur High Court, remarked that the state authorities should devise mechanisms for providing internet services through mobile phones. The court specifically emphasized whitelisting mobile numbers on a case-by-case basis, adopting a phased approach for implementation. The court’s direction to whitelist phone numbers marks a partial stride towards revamping internet services in the conflict-ridden area. Previously, authorities had allowed the use of broadband connections but with certain limitations, such as static IP addresses. Mobile internet access, social media platforms, and VPN services, however, remain suspended.

The government has enforced this ban since May 3rd, raising concerns about the limited flow of information regarding human rights violations in the midst of the conflict. By mandating the selective enablement of mobile internet services, the Manipur High Court aims to strike a balance between ensuring safety and providing essential connectivity to the public. It remains to be seen how the state government will respond and what measures will be taken to address the internet ban effectively.

As the situation unfolds, it is crucial to prioritize the well-being and safety of the people in Manipur. The availability of internet services can play a vital role in promoting awareness, facilitating communication, and enabling access to necessary information. However, it is equally important to consider the potential risks associated with unrestricted connectivity. Striking the right balance requires thoughtful deliberation and careful implementation.

The upcoming report from the state government will shed light on their approach to addressing the internet ban. It is hoped that the authorities will take into account the concerns raised by the Manipur High Court and work towards a solution that caters to the needs of the public while maintaining peace and stability in the region.

In the midst of ethnic violence, it is imperative to address the underlying issues and ensure the safety and well-being of all residents. The actions taken by the Manipur High Court, as well as the intervention of the Supreme Court, demonstrate the commitment to tackling the challenges faced by the state. By providing relief to survivors of sexual violence and working towards the restoration of internet services, steps are being taken in the right direction.

Ultimately, a comprehensive and balanced approach is necessary to address the complexities of the situation in Manipur. The findings and actions resulting from the High Court’s directive will play a crucial role in shaping the way forward. As the state government prepares its report, the hopes of the public are directed towards a resolution that promotes peace, justice, and connectivity. The careful consideration of all perspectives and the effective implementation of measures will pave the way for progress amidst the ongoing challenges.
