Man Sentenced to 10 Years for Fatal Hit-and-Run Crash, Victim’s Mother Desires Harsher Punishment, US

A Kentucky man has been sentenced to 10 years in prison for a fatal hit-and-run crash that took the life of a woman riding her bike in Newport. Mark Phipps, 60, pleaded guilty to manslaughter for the August 2022 incident that claimed the life of Gloria San Miguel. Despite the sentencing, the victim’s mother expressed her desire for a harsher punishment.

The tragedy occurred when Phipps was driving across the 11th Street Bridge in Newport, heading towards Covington. He struck San Miguel with his vehicle and fled the scene before the authorities arrived. However, investigators managed to identify Phipps as the culprit by reviewing security camera footage. Subsequently, he voluntarily went to the police station to confess to the crime.

If I had my way, he would have to serve the rest of his life because Gloria was only 32 years old. She gave the rest of her life – she didn’t get to live as long as Mark Phipps did, Imel stated. The victim’s former partner also spoke in court, expressing relief to have justice for his loved one.
