Haiti’s Office of Citizen Protection (OPC) has expressed frustration with the slow progress in the investigation into the assassination of President Jovenel Moise, warning that this culture of impunity puts citizens at risk. The OPC, an independent government body that investigates complaints against public institutions, issued a scathing letter titled The Cup of Blood on the two-year anniversary of Moise’s killing. The letter argues that failure to bring Moise’s killers to justice may lead to other heads of state being assassinated under similar circumstances. It also calls for greater protection for the judge overseeing the investigation, citing weak security conditions.

Critics have accused Haiti’s investigation of making little progress since the attack on Moise’s residence two years ago. Over 40 suspects, including 18 former Colombian soldiers, are currently in Haitian prison in connection with the siege on Moise’s home. However, many individuals implicated in the case are still at large. In contrast, the US Department of Justice has charged 11 suspects in the killing and has sent FBI and DHS agents to aid in the probe.

To address the escalating violence and humanitarian concerns in Haiti, there have been calls for international intervention. While some advocate for an international force to support the Haitian justice system, others have expressed concerns about foreign involvement, considering past instances where foreign forces brought negative consequences to the country. Despite the controversy, UN Secretary-General Antonio Guterres has urged for Member States to deploy a robust security force to work alongside the Haitian National Police in dismantling criminal gangs and restoring security.

Haiti continues to face numerous challenges, including ongoing gang violence, economic instability, and food insecurity. Cholera and hunger persist, and the country’s democratic institutions are struggling, with new elections delayed indefinitely. The OPC’s letter emphasizes that the culture of impunity in Haiti predates Moise’s assassination, citing the unsolved 2000 killing of journalist and activist Jean Léopold Dominique.

Martine Moise, the late president’s wife, has called for the International Criminal Court to investigate her husband’s assassination. In late June, she filed a lawsuit seeking damages for her family and a trial by jury. Despite the hurdles, she remains hopeful that justice will prevail.

As Haiti grapples with these challenges, international cooperation and assistance will be crucial in addressing the country’s pressing issues. The pursuit of justice for President Moise’s assassination serves as a critical step towards establishing stability and the rule of law in Haiti.
