Italy Assumes G7 Presidency Amid Global Challenges: Focus on Ukraine, China and Ethical AI
Italy has taken on the presidency of the Group of Seven (G7), assuming the role of torchbearer in international politics. The G7, consisting of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States, and the European Union (EU), will be addressing major global issues under Italy’s leadership.
Deputy Prime Minister and Foreign Minister of Italy, Antonio Tajani, expressed the country’s readiness to tackle critical global challenges, ranging from wars to climate change, Africa, and artificial intelligence (AI). Italy assumed the presidency on January 1, following Japan’s tenure.
Italy’s leadership of the G7 comes at a crucial time, as various pressing issues demand attention. The Russia-Ukraine conflict has triggered political, economic, and energy crises in Europe, while Hamas’s attack on Israel has caused significant divisions in the Middle East. Furthermore, the Red Sea and the Bab-al-Mandab are facing threats from the Ansarallah, affecting European shipping links to Asia and increasing transit costs.
The upcoming elections in Taiwan also add to the concerns on the G7 agenda, particularly in light of Chinese President Xi Jinping prioritizing unification between Taiwan and China. Italian Prime Minister Giorgia Meloni has led Italy’s withdrawal from China’s Belt and Road Initiative (BRI), becoming the sole G7 member to have signed the memorandum of understanding under the previous administration. Italy is awaiting possible trade repercussions from China due to this decision. Both G7 and European countries aim to reduce their economic dependence on China after the vulnerabilities exposed by the COVID-19 pandemic.
Italy and Europe are additionally dealing with a challenging illegal immigration crisis, as migrants from North Africa risk their lives by crossing the sea in small boats in hopes of gaining residency in Europe. Furthermore, 2024 is an election year for Italy’s main ally, the United States, with the presidential elections scheduled for November. The European Union is also headed for elections in June, resulting in potential shifts in power that could impact Italy’s agenda.
As the G7 presidency transitions to Italy, it has already been emphasized by Washington that keeping Ukraine among the top priorities is crucial. The Biden administration believes that diplomatic negotiations are currently not feasible, and therefore the G7 will play a vital role in exerting pressure on Moscow. The US intends to increase support for Kyiv, recognizing the need for intensified military assistance given Russia’s aggressive actions and the upcoming isolationist-leaning US election outcome.
Apart from Ukraine, the G7 will focus on essential themes such as China, food security, supply chain resilience, migration, and energy security. Prime Minister Giorgia Meloni has also highlighted the significance of ethical considerations surrounding AI, which will be an integral theme of the Italian G7 summit scheduled for June 2024. Italy plans to host various meetings throughout the country, particularly in Puglia, a region considered a melting point between the West and the East.
During Italy’s G7 presidency, Prime Minister Meloni aims to prioritize the Global South, following India’s focus on the African Union and the Global South during its G20 presidency in 2023. The Mattei Plan, Italy’s version of the Marshall Plan for Africa, emphasizes engaging African nations in development and security initiatives. As a gesture of this commitment, the African Union and India are expected to be invited as guests to the G7 summit in June, along with Ukrainian President Volodymyr Zelensky.
The G7 presidency serves as a crisis response center for geopolitical challenges, with several ongoing wars and an extensive lineup of global elections in 2024. Autocratic nations will seek every opportunity to influence these elections to empower their allies. While Prime Minister Giorgia Meloni is in her first term, she has thus far demonstrated her capability to navigate these challenges effectively. As the G7 prepares for an eventful year, expectations are high for Italy’s leadership under Meloni.
