Himachal Pradesh and Punjab Lock Horns Over Chandigarh’s Control

The ongoing battle between Himachal Pradesh and Punjab over the rightful control of the Union Territory of Chandigarh has intensified. Himachal Pradesh Chief Minister Sukhvinder Sukhu has now announced that the government is determined to tackle longstanding issues with neighboring states.

One of the major concerns raised by Sukhu is the state’s power share in all Bhakra Beas Management Board (BBMB) projects. Highlighting the Punjab Reorganisation Act of 1966, Sukhu emphasized that Himachal Pradesh deserves its fair share of 7.19 percent in Chandigarh. He expressed dissatisfaction with the denial of this right, which he believed to be an injustice to the people of Himachal.

Sukhu’s statement came as a response to Punjab Chief Minister Bhagwant Mann’s challenge to Congress leader Partap Singh Bajwa to clarify the party’s stance on Himachal’s claim over Chandigarh. Mann criticized Bajwa’s alleged contradictory position and called for an explanation of the Congress party’s standpoint on the matter. He also highlighted Bajwa’s association with the BJP, questioning their stance on the issue.

Mann firmly stated that Chandigarh has always been an integral part of Punjab and will remain so. He assured the people of Punjab that the government is committed to safeguarding their interests.

Responding to Mann’s comments, Sukhu reiterated Himachal’s demand for its rightful share in Chandigarh. He stated that the government is actively advocating for its legitimate rights and has formed a Cabinet sub-committee to thoroughly examine the matter. The recommendations of this committee will guide the government’s course of action.

Regarding the power share in BBMB projects, Sukhu emphasized the need for equitable distribution among partner states. Presently, Punjab receives 51.8 percent of the power, Haryana receives 37.51 percent, and Himachal Pradesh receives a mere 7.19 percent. Himachal Pradesh is seeking an increase in its share, considering the displacement and land submersion caused by these power projects in the state.

Sukhu stressed the government’s unwavering commitment to the welfare of Himachal Pradesh and pledged to continue raising these issues on various platforms until justice is served.

Bajwa, the Leader of the Opposition in Punjab, assured that he and the Punjab Congress are firmly dedicated to protecting Punjab’s interests. He firmly stated that not even an inch of Chandigarh should go to Himachal or Haryana.

Bajwa criticized the Aam Aadmi Party-led Punjab government for allegedly diluting Punjab’s claim on Chandigarh and river waters. He accused the government of surrendering Punjab’s rights over Chandigarh and failing to adequately advocate for Punjab’s water rights in recent meetings.
