High Court Stay Causes Delay in Election of 21-Member Fonrwa Panel in Noida

The election of the 21-member executive committee of the Federation of Noida Residents Welfare Association (FONRWA) has been delayed due to a stay order from the Allahabad High Court. The court issued the stay order on August 6, 2021, after the RWA federation decided to abolish the rights of its founder and life members to contest elections and cast votes.

Originally scheduled for August, the election of the RWA umbrella body’s executive committee was pushed back due to the court’s intervention. The FONRWA general body had unanimously agreed in November 2020 to remove life memberships and founder members’ right to vote and run for office. This decision aimed to provide opportunities for new members, as many of the founders are senior citizens in their 80s who had already served multiple terms.

However, one of the founders, PS Jain, filed a petition challenging the decision in the HC on February 2, 2021, leading to the issuance of the stay order. While the next hearing is scheduled for August 7, the FONRWA executive committee has extended its term for three months until October 31. FONRWA comprises six founder members and 15 life members.

The FONRWA executive committee is committed to holding the election as soon as possible but needs the HC stay order to be lifted. The committee follows the steps taken in the general body meeting, where the decision to deny voting and candidacy rights to life and founder members was approved by the deputy registrar. KK Jain, the secretary-general of FONRWA, expressed the federation’s desire to honor its founder members, who have contributed significantly to the development of Noida city. He hopes that the case filed by PS Jain will be withdrawn, allowing the federation to proceed with its plans.
