Goa High Court Orders Vigil on Sunburn Festival and Other Events to Curb Noise Pollution, India

Panaji: The high court of Bombay at Goa has directed the state authorities to take measures to curb noise pollution not only at the Sunburn music festival but also at all other events in Goa, ensuring that noise pollution rules are not violated. The order comes ahead of a series of parties and balls scheduled during the Christmas week and up until December 31, primarily in the coastal belts of North Goa.

The high court has emphasized the need for strict implementation of the January 7, 2021, notification that declared Morjim beach as a silent zone due to its status as a turtle nesting site. The division bench of the high court asserted that this notification must be strictly enforced to protect the nesting site and maintain the tranquility of the area.

The court’s decision follows complaints of noise pollution received on December 5, 8, and 9 at Gawdewada and Morjim Beach. To address this issue, the Goa State Pollution Control Board (GSPCB) has committed to visiting the sites and ensuring the sanctity of Morjim beach as a silent zone.

During the court proceedings, advocate general Devidas Pangam clarified that permissions for holding Sunburn will not be granted after 10 pm and on December 31 as per the government’s policy. In response, advocate Nikhil Pai, representing Sunburn’s organizers, Spacebound Web Labs, assured the court that the event would adhere strictly to the authorities’ NOC/permissions/approvals. Pai emphasized that the organizers are a reputable and established entity, committed to organizing the prestigious event in Goa and throughout the country.

As part of their effort to address noise pollution, the government presented an action plan to the high court last week. The plan involves the formation of sub-committees comprising police sub-inspectors, circle inspectors, and pollution control board officials. These sub-committees will continuously monitor the decibel levels at Sunburn using specialized devices, starting six hours before the event commences at Vagator. The three-day Sunburn festival is set to begin on Thursday.

The court’s directive and the government’s action plan signify a concerted effort to curb noise pollution in Goa, particularly during major events like Sunburn. With the implementation of stricter measures, authorities aim to maintain the serene environment of Morjim beach and ensure compliance with noise pollution regulations across all events in the state.

As the Christmas celebrations approach, residents and tourists alike will be eagerly awaiting the outcome of these measures, hoping for a more peaceful and enjoyable experience at the various events and parties in Goa.
