As the first in her family to pursue higher education, Bissanti relied on loans, both public and private, to finance her undergraduate degree. After graduating in 2021, she immediately started making payments towards her private loans, treating it as a necessary expense. Despite working as a grant writer with a slightly higher salary now, Bissanti faces the challenges of meeting expenses and paying rent, which could become more difficult once the federal student-loan payments resume.

However, hopes for relief were dashed in June when the Supreme Court invalidated President Biden’s plan to cancel up to $20,000 in student debt for federal borrowers. The court stated that the president had overstepped his authority under the HEROES Act of 2003. Nonetheless, the Department of Education confirmed that federal student-loan payments would resume in October after a three-year pause, with interest accruing from September. Although the department announced a 12-month on-ramp period to prevent negative credit reporting for missed payments, interest will still accumulate during this time.

What frustrates Bissanti is the lack of clarity surrounding the future relief plans and the absence of a clear timeframe for loan forgiveness. Despite Biden’s intent to provide relief through the Higher Education Act of 1965, which does not require a national emergency, the administration states that the timeline remains uncertain and may take months to implement.

Bissanti expressed her apprehension, emphasizing the roller coaster of expectations and disappointments during the relief process. She feels the lack of clear messaging hinders individuals like her from planning for the future and causes unnecessary stress.

Apart from repayment concerns, Bissanti worries about when and how relief will be provided under the Higher Education Act. Bharat Ramamurti, the deputy director of the National Economic Council, stated that the rulemaking process necessitates gathering input from various stakeholders, making it challenging to predict outcomes and timelines. However, Bissanti finds this explanation insufficient. For her, the uncertainty surrounding October’s resumption of loan payments creates considerable anxiety.

While student-loan companies are required to notify borrowers of their payment amounts at least 21 days prior to the due date and the SAVE plan offers some hope for reduced monthly payments, borrowers can only prepare for repayment as they await updates from the Education Department regarding further relief measures.

Realizing her privilege in having a job immediately after graduation, Bissanti worries about those who may lose their jobs due to the declining economy. She empathizes with individuals who struggle to find employment and abruptly need to pay off substantial loan amounts, expecting a promising career in return for their degrees.
