He explained that the process of addressing fires and encampments on private properties can be slow due to legal procedures. Gallo cited an example of a privately-owned property where a homeless encampment was cleared and fenced off, but individuals later broke through the fence and resettled on the premises. In the absence of permission from the city attorney, the police have limited jurisdiction.
The consequences of these fires extend beyond property damage. A charter high school located across the road from the warehouse had to cancel classes for the day. Fortunately, the nearby Oakland animal shelter did not require evacuation. The shelter director, Ann Dunn, expressed concern about the vulnerability of the facility housing around 120 dogs and 140 cats. In response, the shelter is currently waiving adoption fees this month in hopes of finding safe homes for their animals.
