Explaining his use of chicken feed, Cook drew an analogy from his mother-in-law’s experience in Chile. He recounted how the people of Chile, during difficult times, threw chicken feed at the doors of the Department of Defense to symbolize their frustration with the military leaders’ inaction. By using this symbolism, Cook wanted to convey his belief that the board members were too afraid to take appropriate action.
