Solar energy growth in India has been held back by unclear policies and resistance from utility companies, said experts in a recent online discussion organised by the Centre for Science and Environment (CES). One participant suggested that moving from net metering, which favours consumers, to net billing, which involves more flexible rates decided by utilities, could encourage greater uptake of solar power. Another attendee said that changing policies and network charges make it hard for consumers to navigate the market. The government was urged to develop a “stronger, technically sound policy for the entire country”. Despite facing such obstacles, 120.90 GW of renewable energy capacity had been installed in India by the end of 2020, about 69% of the overall target.
