Drones Launched to Combat Environmental Crimes in Rwanda: A Game-Changer in the Fight Against Degradation

The Rwanda Investigation Bureau (RIB) and the Ministry of Environment have joined forces to tackle environmental crimes by launching the use of drones. This innovative approach is set to be a game-changer in the fight against degradation. Environmental crimes, which directly harm the environment, have become the fourth largest criminal activity in the world and are increasing at a rate of five to seven percent annually.

The introduction of drones will play a crucial role in collecting information, conducting inspections for prevention, and supporting investigations of environmental crimes. Minister for Environment Jean d’Arc Mujawamariya emphasized that these drones will particularly aid in responding to and controlling activities that damage the environment, such as land degradation, water pollution, and illegal logging in protected areas.

The partnership between the Ministry of Environment and RIB signifies a concerted effort to combat environmental degradation. Together, they will work collaboratively to conduct sensitization campaigns on environmental crimes, identify victims and offenders, and open case files for prosecution. The drones will contribute to the existing work of conducting inspections for prevention, detection, and investigations of environmental crimes across the country. By collecting accurate data and information from even inaccessible areas, these drones will provide valuable insights to inform further actions.

Rwanda has set ambitious goals for environmental protection, aiming to become carbon-neutral by 2050. In line with this commitment, the country has developed a long-term Green Growth and Climate Resilience Strategy, as well as a comprehensive climate action plan to reduce emissions by 38 percent by 2030.

The drones will primarily target environmental degrading activities, including land degradation, water pollution, and illegal logging, especially in protected areas. One area of concern is the pollution of the Nyabarongo River, despite significant investments in its conservation and protection. Soil erosion and mining activities have been identified as major contributors to the pollution of the river.

Speaking about the drones, Maxwell Gomera, the UNDP Resident Representative, highlighted their significance as guardians in the sky, protecting the land and people from the risks posed by illegal activities. The drones will not only enable monitoring but also detect and collect evidence that can be used to prosecute culprits. Jeannot Ruhunga, the Secretary General of the Rwanda Investigation Bureau, emphasized the drone’s role in the fight against environmental crimes, highlighting its ability to aid in monitoring, detecting, and collecting actionable evidence.

Encroachment is identified as one of the main environmental crimes in Rwanda. The assessment conducted revealed that buffer zones, such as the Nyabarongo River, have been encroached upon. To address this issue, the drones will play a crucial role in inspecting and investigating environmental crimes, especially given the limited number of environment inspectors available. The drones will also be instrumental in tackling other pressing environmental challenges, including wildfires, wetland encroachment, and illegal logging and poaching in national parks.

Rwanda’s commitment to environmental protection and sustainable development is evident through its proactive approach and innovative solutions. The launch of drones to combat environmental crimes is a significant step forward in safeguarding the environment and achieving the country’s long-term goals. By leveraging technology and partnerships, Rwanda is setting an example for other nations in the fight against environmental degradation.
