The Rowan County Board of Commissioners will hold a quasi-judicial hearing to review a proposed 36.16-acre laydown yard for Dominion Energy North Carolina’s pipeline expansion project. The meeting is scheduled for Tuesday, and the temporary-use permit will allow the laydown yard to be utilized for two years.

The laydown yard, located in Southern Rowan County on the 200 block of Ketner Farm Road, will serve as a base of operations for Dominion Energy. It will encompass construction office trailers, employee parking, material and machinery storage, soil stockpiles, and a designated area for pipe welding or bending.

The specific project, known as the M-071 Kannapolis to Concord System Expansion, aims to extend the pipeline from the North Enochville Avenue and West C Street intersection to the south of Concord.

According to the submitted application, construction is scheduled to begin in February if the permit is approved. The laydown yard’s operations would take place from Monday to Saturday between 6 a.m. and 7 p.m. for a duration of two years.

Dominion Energy has already committed to various criteria outlined in the application. These include providing flagmen for traffic control on Ketner Farm Road and restoring the property to its original condition upon completion of the construction.

The upcoming hearing offers an opportunity for the Board of Commissioners to carefully evaluate the project and consider any potential impacts on the surrounding area. The decision reached will significantly influence the progression of the pipeline expansion and subsequent operations.

While Dominion Energy aims to enhance its infrastructure through this expansion, it remains essential to address the concerns of local residents and ensure compliance with all regulatory requirements.

The hearing on Tuesday will play a pivotal role in determining the future of the laydown yard and its associated construction activities. All interested parties, stakeholders, and members of the community are encouraged to participate and provide their input on this significant undertaking.

As the date approaches, anticipation builds among those eager to voice their opinions and witness the decision-making process firsthand. The Board of Commissioners holds the responsibility of carefully weighing the benefits and implications before rendering their verdict on the temporary-use permit.

The outcome of the hearing will shape the trajectory of the M-071 Kannapolis to Concord System Expansion and potentially shape the local landscape for years to come. With the deadline drawing closer, all eyes turn to the Rowan County Board of Commissioners, whose decision will impact both Dominion Energy and the surrounding community’s future.

As always, the Salisbury Post will continue to monitor and report on the latest developments, ensuring the public remains informed throughout this crucial decision-making process.
