Delhi Transport Minister Announces Final Stage of Approval for Vehicle Aggregator Schemes

The Delhi Transport Minister, Kailash Gahlot, has announced that the two vehicle aggregator schemes launched earlier this year are in the final stage of approval and will soon be sent for the necessary authority’s review. These schemes, namely the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme 2023 and the Delhi Motor Vehicles Licensing of Aggregator (Premium Buses) Scheme 2023, were made available for public feedback in May.

Gahlot stated that after considering the feedback from various stakeholders, the two schemes are now in their final stage. He added that they will soon be submitted for approval by the competent authority. The aim of the schemes is to establish guidelines for ride-hailing and delivery service aggregators, with a view to transitioning to electric vehicles (EVs) completely by 2030.

Additionally, the schemes seek to introduce regulatory provisions for bike taxis and rent-a-bike services. According to the proposed regulations, once the schemes are approved, aggregators will need to gradually convert their fleets to electric vehicles. However, some vehicle aggregators have expressed their concerns regarding the high costs associated with transitioning to electric vehicles. They have requested easy loan options in order to facilitate this transition, while also urging that the cost of installing panic buttons not be their responsibility.

The Internet and Mobile Association of India (IAMAI) has also raised concerns that the schemes may negatively impact the livelihoods of several gig workers in Delhi. They argue that the regulations could have unintended consequences for these workers.

Through these schemes, the Delhi government aims to promote sustainable transportation and reduce the environmental impact of the transport sector. The transition to electric vehicles is seen as a crucial step in achieving this goal. However, it is important to address the concerns of vehicle aggregators and gig workers to ensure a smooth transition while minimizing any adverse effects on livelihoods.

The schemes will now undergo the final stage of approval before being implemented. The Delhi government’s efforts in promoting electric mobility and introducing regulations for ride-hailing and delivery services are part of a larger global trend towards sustainable transportation and reducing carbon emissions. By encouraging the use of electric vehicles, Delhi aims to set an example for other cities in India and around the world.
