Delhi Services Department Orders Immediate Halt to Engagement of Fellows and Advisors without LG’s Approval

In a recent development, the Services Department of the Delhi Government has issued a notification instructing all departments to stop the engagement of Fellows and advisors who were appointed without the approval of the Lieutenant Governor (LG) of Delhi. The official notification clarifies that the appointments of fellows, Associate Fellows, Advisors, Dy. Advisors, Specialists, Senior Research Officers, and Consultants were made without the necessary approval.

The notification further emphasizes that the Delhi Legislative Assembly does not hold the authority to appoint and engage such personnel without the approval of the Delhi LG. Hence, all such engagements must be immediately ceased. The order extends to all departments and requires them to halt the engagement of Fellows/Associate Fellows/Advisors/Dy. Advisors/Specialists/Senior Research Officers/Consultants if the approval of the Lt. Governor, Delhi has not been obtained.

Additionally, the Services Department has instructed the finance department to stop releasing the salaries of individuals appointed without the necessary approval. This decision aims to ensure that proper protocols and procedures are followed in the engagement of personnel.

This recent move comes after Delhi LG Saxena terminated the services of 400 private individuals engaged in various departments of the Delhi government. The termination was based on the grounds that these individuals were engaged in a non-transparent manner, without the mandatory approval of the competent authority. The Services Department conducted an examination and discovered that many of these private individuals did not meet the eligibility criteria for educational qualifications and work experience as specified in the job advertisements.

Furthermore, it was found that the concerned administrative departments did not thoroughly verify the authenticity of work experience certificates submitted by these individuals, which were found to be falsified and manipulated in several cases.

Consequently, the Lieutenant Governor agreed to the proposal put forth by the Services Department, ordering all Delhi Government Departments, Corporations, Boards, Societies, and other autonomous bodies under their administrative control to terminate the engagement of private individuals who were appointed without the necessary approval from the LG or the competent authority.

This decision is aimed at maintaining transparency and ensuring that only qualified individuals are appointed to these positions. By halting the engagement of personnel without proper approval, the Delhi Government is striving to adhere to a more rigorous and standardized selection process.
