Delhi Official Accused of Repeatedly Raping Teen Girl Refuses Semen Analysis

Suspended Delhi government official, Premoday Khakha, 51, who was arrested for repeatedly raping a 17-year-old girl under his care, has refused to provide a sample for semen analysis. The accused has claimed that he underwent a vasectomy in 2005 and is unable to rape or impregnate a woman.

A board of doctors at Delhi’s Lok Nayak Jai Prakash Hospital conducted a potency test on Khakha, involving a urologist, sexologist, physician, and psychologist. Their findings contradict his claims, as they determined that Khakha is still capable of sexual acts. Additional tests are required to determine whether he can impregnate a woman.

Although the accused has refused to cooperate, Delhi Police will inform the court of his refusal to give a semen sample and request that the test be conducted. It’s important to note that the charges of rape will remain even without this test. Sexual intercourse alone does not determine a rape case.

The girl, who moved into Khakha’s house in Burari after her father’s death to cope with depression, reported that Khakha first raped her on October 31, 2020. The sexual abuse continued until January 21, 2021, when she became pregnant. When she disclosed the abuse to Khakha’s wife, she was administered abortion pills. Currently, both Khakha and his wife are in judicial custody.

Khakha had served as a probationary welfare officer since 1998 and held a position as an officer on special duty to the women and child development minister. According to the victim, he molested her whenever they encountered each other at the independent Amazing Grace Church in Burari, which is a small cult without any official diocese affiliation.

These allegations highlight the urgent need for justice and protection of vulnerable individuals. It is crucial to ensure that the legal process unfolds fairly and transparently. The refusal to undergo semen analysis raises questions about the accused’s credibility and further emphasizes the importance of conducting thorough investigations to ensure accountability.

The case has sparked conversations about the safety and well-being of individuals under the care of government officials.
