Delhi High Court Requests Status Report from Delhi Government and DDMA on PIL for Free Rations and Medical Assistance after Flood

The Delhi High Court has asked the Delhi Government and Delhi Disaster Management Authority (DDMA) to submit a status report regarding a plea filed for immediate action to provide free rations, medical assistance, sanitary provisions, and essential medicines to prevent water-borne diseases and post-flood epidemics. This action comes following the recent Yamuna flood that has caused significant damage in the capital.

According to the Public Interest Litigation (PIL), approximately 25,000 people, as well as their livestock, have been affected by the floods. These individuals are currently residing in relief camps that lack proper sanitation facilities and adequate food supplies.

In response to the PIL, Justice Satish Chander Sharma and Justice Saurab Benrajee acknowledged the importance of the plea and requested the Delhi government to file a detailed status report. The court has scheduled the next hearing for September 13.

Representing the Delhi government, standing counsel advocate Santosh Kumar Tripathi opposed the plea, stating that it was prematurely circulated to the media without first approaching the concerned authorities or having a court hearing. However, he mentioned that the government has already decided to provide financial assistance to those affected by the flood.

Filed by Akash Bhattacharya, through advocate KR Shiyas, the plea emphasizes the constitutional duty of the state to protect the life and liberty of every citizen. It argues that individuals should not be treated as mere animals, as declared by the Supreme Court in various judgments.

The plea further highlights the importance of preparedness and early-stage warnings outlined in the urban flooding Standard Operating Procedure. It criticizes the failure of the respondents in the National Capital Region to protect the lives and private property of those affected by the recent flooding of the Yamuna River.

The plea seeks directions from the respondents to ensure the supply of essential and quality food in all relief camps across Delhi. It also urges the establishment of community kitchens at each flood relief camp, as well as the provision of sanitary items, including soap and sanitizers, to the flood victims.

The court’s intervention in this matter demonstrates its commitment to prioritizing the safety and well-being of citizens affected by natural disasters. The progress made in responding to this plea will be crucial in determining the effectiveness of disaster management strategies in Delhi.
