A Delhi court has asked the Central Bureau of Investigation (CBI) to explain when a Look Out Circular (LOC) can be continued if a person is no longer considered an accused. The question arose during a hearing for an application by businessman Dinesh Arora seeking the withdrawal of the LOC that was issued against him in connection with the Delhi excise policy case. Arora is now an approver for the CBI. Special Judge M K Nagpal demanded that the CBI withdraw the LOC or provide the legal grounds for keeping it in place. The court has adjourned the matter until June 8 and has asked the IO of CBI to furnish guidelines governing the issuance and withdrawal of LOCs. In November 2022, Arora was allowed to turn approver in the excise policy case, in which he had been named as an accused.
