Delhi Chief Minister Arvind Kejriwal has labelled the newly constituted National Capital Civil Services Authority (NCCSA) futile because its two remaining members – the Chief Secretary and Principal Home Secretary of Delhi – are officers of the Central government who can pass any order with a majority. The declaration followed Kejriwal’s chairing of the first NCCSA meeting on Tuesday. The body was created through a government Ordinance giving it powers to recommend the transfers and postings of Delhi’s Group A officers and DANICS officers. Sources suggest that action was taken against a member involved in wrongdoing during the meeting.
